Trunk-or-Treat

The Escondido Police Department is hosting Trunk-or-Treat again this year! This event is an evening full of ghosts, goblins and all kinds of trick or treaters. The Police Department will have vehicles on display with activities and music.

When: This Saturday, October 28 from 6 - 8 p.m.

Location: 380 N. Escondido Blvd (Woodward Parking Lot)

 

If you would like to donate to this event, the Police Department is accepting prepackaged candy donations at Police and Fire headquarters. If you want to participate with your vehicle (decorating not required) you can email policesocialmedia@escondido.org.

 

 

 

Happy Birthday, Queen Califia

This week is the 20th Anniversary of Queen Califia's Magical Circle! To celebrate, the sculpture garden will be open extended hours for the rest of the week, from 9 a.m. to noon, and Saturday 9 a.m. to 2 p.m. The circle will be closed Sunday.

Queen Califia's Magical Circle is the only American sculpture garden and the last major international project created by Niki de Saint Phalle (born France, 1930-2002). Inspired by California's mythic, historic and cultural roots, the garden consists of nine large-scale sculptures, a circular "snake wall" and maze entryway, sculpturally integrated bench seating, and native shrubs and trees planted within the interior plaza and along the outer perimeter. The garden bears the brilliant, unique mosaic ornamentation that is an unmistakable part of Saint Phalle's later work.

Queen Califia's Magical Circle is situated within a 12-acre natural habitat in the Iris Sankey Arboretum in Kit Carson Park on a parcel of land donated by the City of Escondido. The park's entrance is located five minutes from I-15 (Via Rancho Parkway Exit) at the corner of Bear Valley Parkway and Mary Lane.

Comprehensive Economic Development Strategy (CEDS) Review

On June 7, 2023 the Escondido City Council approved the 2023-2028 Comprehensive Economic Development Strategy (CEDS). This document outlines data and community feedback about the City's economy and outlines a five-year plan to improve the local economy.

Let's dive into the first section of the CEDS which takes a deep look at the City's Economic Data:

 

Most industries in Escondido do not provide enough local jobs for Escondido residents, the major exceptions being Construction, Retail Trade, and Health Care, the latter stemming from the Palomar Medical Center anchoring regional employment in the industry. Other industries, especially higher-income fields like Professional/Scientific/ Technical Services and Manufacturing, require Escondido workers to commute elsewhere.

 

POLICE DEPARTMENT UPDATES:

Volunteer Retirement

Last week we bid farewell to a longtime member of the Escondido Police Department team. Tom Fry served as a Chaplain for the department for over 20 years. After retiring as a chaplain, he chose to come back and volunteer at the department as a parking enforcement officer. Now, 10 years later, he has decided that it is time to retire again. We wish Tom the best of luck on his future endeavors and retirement!

 

 

Phone Calls Lead to Arrest

This past week, residents called the Police Department to report that they heard gunshots in the area. They provided officers a description of a vehicle that had been seen around the time, as well as description of a male that could be the suspect. Officers were able to find the vehicle in a hotel parking lot and arrested the suspect. The man was also found to be in possession of various drugs. The officers showed great patience, planning, investigative abilities and team work to bring this potentially violent call to a safe resolution. Thank you to the residents who called in and gave great descriptions so this criminal could be apprehended.

Cal Trans and Escondido Police Team Up

In mid-December of last year, the Community Oriented Policing and Problem-Solving Unit, COPPS, opened a project in the area of Metcalf Street due to complaints from several business of nearby criminal transient activity and transient camps along state highway property. The COPPS Unit organized special enforcement details, while Caltrans and our Public Works team conducted numerous encampment removal details along with tree trimming and tree removal. While that was occurring, Officer Martin Mohammad (project lead) was able to persuade Caltrans to install $300,000 worth of cut-resistant, climb-resistant fencing on the south side of Highway 78 extending from Rock Springs Road, through Metcalf Street, and down to Mission Ave. The fencing has had an immediate impact in the area as evidenced by zero transient camps along the state highway property and a grateful business community.

FIRE DEPARTMENT UPDATES:

 

On October 19, Fire crews in route to a medical aid call notified the Police & Fire Communication Center of smoke seen in the area of Mission Ave and Rock Springs Rd. A full structure fire response was then dispatched to the area. Firefighters arrived on scene to a vegetation fire, located NW of the 1000 block of Rock Springs Rd. The fire had consumed about a quarter acre of grass and damaged palm and eucalyptus trees adjacent to a transient encampment. Firefighters were able to extinguish and overhaul the fire in about 90 minutes. No structures were damaged, and no injuries occurred. The cause of the fire is under investigation.

Permits and Inspections:

 

Building Division:

1. The counter staff conducted in-person meetings with 82 applicants, processed 70 applications, and issued 110 permits.

2. The total permit valuation for the week was $5,219,709.00

3. Building inspectors completed 251 inspections.

 

Field Engineering Division:

 

1. Field Engineering processed 25 permits

2. Field Engineering inspectors completed 57 inspections

3. Field Engineering active 248 permits
