Short Term Rental Community Meeting and Survey
The City is interested in your input on how the rental of a residence, or a part of a residence, for less than 30 consecutive days is regulated.
Currently, the City has no regulations on short-term rentals to control how they are operated within the community to ensure they are compatible with the surrounding neighborhood. Because the City does not have a permitting process for short-term rentals, the City is also not currently collecting transient occupancy tax (TOT) from the short-term rental of a residence in the same way that it collects TOT on hotel stays of less than 30 days.
There will be a community meeting on November 7, 2023 at 4 p.m. in the Mitchell Room at the City Hall Campus to discuss and provide feedback. You can also provide feedback via the online survey.
Composting Workshop
A free composting workshop will be held on Saturday, November 4, from 8:30 - 10:00 a.m. at the Escondido Community Garden. The workshop will include instruction and demonstration in the building and maintenance of a backyard compost pile and worm bin. The workshop is free, and no registration is required. Workshop will be canceled in the event of rain.
The Escondido Community Garden is located on west side of Centre City Parkway, just north of Highway78. Access via Morning View Drive or W Lincoln Ave. Park just inside garden gate on the left. For additional information, please call 760-839-4342.
Composting workshops are held quarterly and hosted by the Escondido Community Garden and the City of Escondido.

Comprehensive Economic Development Strategy (CEDS) Review
On June 7, 2023 the Escondido City Council approved the 2023-2028 Comprehensive Economic Development Strategy (CEDS). This document outlines data and community feedback about the City's economy and outlines a five-year plan to improve the local economy.
Let's dive into the first section of the CEDS which takes a deep look at the City's Economic Data:
The fastest-growing median real earnings in Escondido occurred in both traditionally white- and blue-collar industries. Arts, Entertainment and Recreation recorded the highest five-year growth at about 25%, with Finance and Insurance, and Manufacturing close behind. Major employers like Construction and Professional, Scientific, and Technical Services also saw median earnings grow at a healthy pace. However, many industries saw marginal growth or even declines in median real earnings, with the already low-paying industries such as Agriculture, Accommodation and Food Service, and Other Services all experiencing declines. Education and Logistics are other major employers which saw declines in real earnings. Health Care and Social Assistance, the largest industry by employment in Escondido, saw no growth in real median earnings.
POLICE DEPARTMENT UPDATES:
TRUNK OR TREAT
The police department's third annual trunk or treat was an amazing success once again. Even more amazing people came out and there were some really fun trunks to be seen. Thanks to everyone that came out to trick or treat and grab some candy!
EMMANUEL FAITH HARVEST FESTIVAL
Members of the police department were excited and happy to attend this year's harvest festival at the Emmanuel Faith campus. It was great connecting with the community at this fun event! Officers joined the fire department and CHP to pass out candy and enjoy the event.

FIRE DEPARTMENT UPDATES:
On October 24, the Police and Fire Communication center received a call about a small accidental release of Methyl Mercaptan, the additive to natural gas that creates the "smell of gas". Fire crews arrived at Cryogenic industries, were able to safely isolate the area and evacuated the premises. San Diego City and County Hazmat were dispatched to the incident to provide expertise and further mitigation. The incident was safely resolved in less than 2 hours. No injuries or property damage was reported.
Also, on October 24th, Girls Scout Troop #2059 arrived for their planned visit and tour to Fire Station 7. The event was well attended and a great time was had by all.
On October 28, Fire crews were dispatched to reports of a vehicle fire in the area of Chestnut St and Pine Tree Pl. When crews arrived, they discovered a fully engulfed vehicle. Firefighters rapidly extinguished the fire and contained it to the vehicle without further spread.
Also, on October 28, Escondido Fire had the privilege of taking part in the "Trunk or Treat"event located at the Woodward Parking Lot. Fire crews from Station 1 had a great time passing out treats and showing the Fire vehicles to all who attended.
Escondido Fire, along with the Escondido Police Department and California Highway Patrol, also participated in the Harvest Festival Event, at the Emmanuel Faith Church Campus. Fire crews from Station 1 and 5 passed out treats to all. Events like this are so important to our community, and we here at Escondido Fire are honored to be able to spend this time with our residents.

Building Division:
- The counter staff conducted in-person meetings with 92 applicants, processed 61 applications, and issued 47 permits.
- The total permit valuation for the week was $1,038,785.00
- Building inspectors completed 242 inspections.
Field Engineering Division:
1. Field Engineering processed 12 permits
2. Field Engineering inspectors completed 70 inspections
3. Field Engineering active 243 permits
