Comprehensive Economic Development Strategy (CEDS) Review

On June 7, 2023 the Escondido City Council approved the 2023-2028 Comprehensive Economic Development Strategy (CEDS). This document outlines data and community feedback about the City's economy and outlines a five-year plan to improve the local economy.

Based on the analysis of local data and community intelligence, as reflected in the SWOT analysis, it is recommended that Escondido pursue a highly disciplined economic development strategy that is focused on improving four community fundamentals.

FUNDAMENTAL 3- ACTIVELY MAXIMIZE VALUE OF LAND

California's land values are some of the highest in the country, which means it is more expensive to find a home, start a business, or have fun. In this environment, it is crucial that land is put to its best use. Inefficient land use, such as static storage for goods or cars should be discouraged. Land that is zoned for housing (Fundamental 1) should do just that, and land that is zoned for creating jobs (Fundamental 2) should do that. Just as a cash-strapped household needs to make every penny count, so too must land-scarce Escondido get more people and jobs out of every acre.

POLICE DEPARTMENT UPDATES:

On February 18, Officers responded to Washington and Rose based on a radio call reference a male chasing another male with a machete. Officers arrived on scene and located a victim bleeding heavily from a four-inch cut across his forehead and a 6-inch cut to his left arm. The victim was on parole and uncooperative with the investigation. The SDSO Helicopter (ASTREA) was on scene almost immediately and located a male subject walking east bound in the flood control channel.

Surveillance footage shows the suspect running behind the victim and discarding the machete. Further footage of the incident revealed that the two subjects were walking away together, apparently companions who had disarmed their attacker. There is no information on the actual suspects, that were out of camera range at the time of the attack.

Regardless of the outcome, patrol and dispatch did an amazing job dealing with a chaotic scene and following through with a great investigation.
