Free Composting Workshop
Don't miss the next composting workshop on Saturday, February 25. Join the Recycling Division at the Escondido Community Garden from 8:30 to 10 a.m. for a free composting workshop that includes demonstration and instruction in the building and maintenance of a backyard compost pile and worm bin. Instructional materials are distributed at the end of the class to each participant. The workshops are free, and no registration is required.

California Competes Tax Credit
The California Competes Tax Credit (CCTC) is an income tax credit available to businesses that want to locate in California or stay and grow in California. Businesses of any industry, size, or location compete for over $180 million available in tax credits by applying in one of the three application periods each year. Applicants will be analyzed based on twelve different factors of evaluation, including number of full-time jobs being created, amount of investment, and strategic importance to the state or region

The Governor's Office of Business and Economic Development (GO-Biz) released a comprehensive update to their California Business Investment Guide, a resource for businesses to help identify relevant state funding resources to locate, expand and thrive in California.
The business incentive guide consolidates resource information from many state departments like the California Energy Commission, State Treasurer's Office, California Air Resource Board, Department of Tax & Fee Administration, Employment Development Department that can support various business activities and enable business development in key economic sectors and regions.

Football Camp
PAL put on a great football camp at Emmanuel Faith Community Church this past weekend. 41 kids ran through a series of football drills with volunteer coaches. PAL had a replica Super Bowl Football Trophy on hand for photos. PAL recorded the camp and sent a short video to 9-year-old Joshua Whitten, who is battling brain cancer and was unable to attend. All of the coaches then signed a football for Joshua. The football and trophy were delivered to the family by the PAL Director. Joshua's family is grateful for all the support. Chief Varso, Sgt. Leso, Captain Bell, Police Chaplin Smith, and several PAL volunteers participated at the event.

January Abandoned Vehicle Data
FIRE DEPARTMENT UPDATES:
On February 9, Escondido Fire submitted a grant application to the Assistance to Firefighter Grant Program which is administered through the Federal Emergency Management Agency (FEMA). The Fire Department is seeking grant funding to refurbish the aging and failing vehicle exhaust source capture systems in our seven fire stations. These systems capture exhaust gases and airborne particulates from fire engines and ambulances when they enter and exit the garage bays. These systems ensure our firefighters are not exposed to the dangerous vapors significantly reducing the risk of potentially severe health issues. The estimated cost to refurbish these systems in all seven fire stations is estimated at $115,492. If approved, the grant would pay for 90% of the project cost.
On February 10, Escondido Fire held a testing event at Station #1 for several people who applied to become entry level and lateral Firefighter Paramedics. The process included a medical skills performance assessment and an oral interview exam. Candidates who successfully pass the first two components then must complete a seven-part physical agility test (PAT). The PAT includes a 35-foot ladder raise, 40-pound hose carry up four stories, a hose bundle raised from the ground to the 4th story using a rope, a sledge hammer event, a charged hose line extension and dragging a 165-pound mannequin a certain distance. All of the testing components are part of what Firefighters must do on the job.

Permits and Inspections:
Building
- The counter staff conducted in-person meetings with 68 applicants, processed 99 applications, and issued 66 permits.
- The total permit valuation for the week was $2,824,199.
- Building inspectors completed 196 inspections.
Field Engineering Division:
1. Field Engineering processed 23 permits.
2. Field Engineering inspectors completed 78 inspections.
3. Field Engineering has 197 active permits.
