Help Map Escondido's Future

The City of Escondido and the Independent Redistricting Commission are updating the City Council district lines to reflect data from the 2020 Census. Meetings to gather feedback will begin in January 2022 and run through February 2022. You can get involved and learn more by visiting escondido.org/independent-redistricting .

 

Church of Rancho Bernardo Serve Day

On Saturday, November 18, over 600 volunteers with The Church of Rancho Bernardo gathered at Kit Carson Park and around City Hall for their annual "Serve Day." The Church of Rancho Bernardo is a faith-based organization committed to being good neighbors in North County and wanted to volunteer for park improvements in Escondido. They completed a variety of projects including: mulching, painting, weeding, planting, and trash pickup. A majority of their work focused on the amphitheater in Kit Carson Park. They painted all of the seats, rails and fencing. We are incredibly thankful for their efforts!

POLICE DEPARTMENT UPDATES:

Bank Chaos

On December 3, officers responded to Wells Fargo Bank regarding a transient female inside the branch refusing to leave. The woman locked herself in an office, used the phone, went through desks and unplugged computers. She was eventually arrested for being drunk in public and transported to the station. At the station, she took off her clothes and fought the officers who were trying to place her in a vehicle to transport her to the Vista Detention Facility. She bit a Custody Transport Officer (CTO) and a sergeant, spat on them, kicked them, and kicked a CTO vehicle door, causing damage.

Did You Know?

  • Vista Detention Facility (VDF) opened in 1978. VDF is classified as a Type II Facility by the Board of State and Community Corrections (BCC). VDF serves as the primary point of intake for male and female arrestees in northern San Diego County.
  • Inmate Placement (Security Level) - Inmates are placed in different facility security levels based on placement scores. Placement Scores are determined by a thorough review of an inmate's case factors to include: age, crime committed and if violence was used, prior incarcerations, gang involvement, etc. Each year an annual review is performed by a Counselor to determine if an inmate meets the criteria to have his/her placement score reduced. An inmate has the opportunity to reduce their score if they have been programming and have not received any disciplinary actions. In contrast an inmate's score and subsequent housing level can be increased due to receiving disciplinary actions.

Vehicle Pursuit

On December 4, an officer located a stolen vehicle leaving the city. A pursuit ensued until the suspect vehicle ran out of gas in Fallbrook. The driver fled on foot and the female passenger was detained. The female was cited and released and a Probable Cause (PC) Pick-Up was issued for the driver.

What Is A PC Pick-Up?

If a felony crime has been committed, a probable cause for an arrest can be made. This information bulletin is shared with other law enforcement officers and agencies. At the Escondido Police Department, a PC Pick-Up is valid for 7 days, but can be extended upon approval. All information must be verified before an arrest is made.

November Abandoned Vehicle Data

 

FIRE DEPARTMENT UPDATES:

On November 29, the Fire Department responded to and extinguished an encampment fire located in the area of 508 W. Mission Ave. An adult male was contacted, but denied knowledge of the cause and origin of the fire. Information regarding the fire and the subject contacted nearby was relayed to EPD Officers and Fire Investigators.

On November 30, the Fire Department responded to an outdoor fire located at 1026 W. Mission Ave. Upon arrival, Firefighters found debris on fire next to a building. The same adult male was seen in the area, but again denied knowledge of the fire.

Also, on November 30, the Fire Department responded to another outdoor fire located in the area of W. Mission Ave and W. Washington Ave. Upon arrival, found another pile of burning debris adjacent to a building. Escondido Police Officers contacted the same adult male present at the previous two fires. During this contact, he was found to be in the possession of an accelerant. The subject was taken into custody by the Escondido Police Department.

Permits and Inspections:

Building Division:

1. The counter staff conducted in-person meetings with 144 applicants, processed 101 applications, and issued 76 permits.

2. The total permit valuation for the week was $814,009.

3. Building inspectors completed 219 inspections.

Field Engineering Division :

1. Field Engineering processed 21 permits.

2. Filed Engineering inspectors completed 243 inspections.
