Grand Avenue Vision Project Construction Update

 

This week the contractor will start paving the median between Broadway and Maple Street and will begin the demolition of the median between Kalmia and Broadway. They will also construct the handicap pedestrian ramp and parking spaces on the south side of Grand Avenue.

 

What's Coming Next:

Festoon (string) lighting installation is scheduled and the slurry seal and re-striping of the roadway will begin soon.

COVID Rent Relief Program Closes March 31

The last day for tenants and landlords to apply for the California COVID-19 Rent Relief Program is today.


The California COVID-19 Rent Relief Program provides financial assistance to both property owners and their renters to help cover unpaid rent. If you are a property owner who has lost revenue or a renter who has been unable to pay rent due to COVID-19, you may be eligible for assistance. POLICE DEPARTMENT UPDATES:

 

Missing Juvenile

 

On March 19, Eduardo Nolasco Antonio went missing. Police Department personnel, volunteers, family members, and friends searched for the 11 year-old-boy. On March 22, Eduardo was found. He had been at a friend's house.

Did You Know? In California, a missing person is someone whose whereabouts is unknown to the reporting party. This includes any child who may have run away, been taken involuntary, or may need assistance. There is NO waiting period for reporting a person missing. All California police and sheriffs' departments must accept any report, including a report by telephone, of a missing person, including runaways, without delay and will give priority to the handling of the report.

 

Suicide

 

On March 24, officers responded to a confirmed suicide. The elderly male committed suicide using a handgun and left a suicide note. According to the National Council On Aging (NCOA), suicide is one of the leading causes of death in the U.S., affecting men and women of all ages. Older adults are especially vulnerable to suicide for a number of reasons. These range from grief over the passing of loved ones to chronic illness. In 2017, among the more than 47,000 suicides that took place in the U.S., 8,500 were attributed to people age 65 and up. Men 65 and older face the highest overall rate of suicide. COPPS Mobile Storefront Operation

 

On March 25, the Community Oriented Policing and Problem Solving (COPPS) Unit coordinated an operation stationed in the area of Mission and Quince with the goal of arresting as many criminals as possible. Fourteen arrests were made, and four of them were felony arrests.

February Abandoned Vehicle Data

 

 

 

 

FIRE DEPARTMENT UPDATES:

On March 22, the Escondido Police and Fire Department responded to a report of hazardous material at 1051 Rock Springs Road. Upon arrival, Firefighters discovered what appeared to be a small suspicious combustible device in the adjacent parking lot that had burned a patch of grass. Bystanders directed firefighters to two similar items next to a building. Due to the unknown nature of the devices, San Diego County HazMat and the San Diego Sheriff Bomb/Arson team were requested to secure and analyze the material. There were no injuries as a result of this incident.

On March 22, the Escondido Police and Fire Communication Center received reports of a home on fire at 918 E. 3rd Ave. Prior to the Fire Department's arrival, an Escondido Police Officer reported that there was smoke and fire coming from the home. Firefighters aggressively attacked the fire and contained it in approximately 30 minutes with the initially assigned resources including four engines, one ladder truck, one rescue ambulance and one Battalion Chief. Neighbors reported that the home was supposedly vacant for some time and SDGE confirmed that there was no natural gas or electricity service to the structure. However, there was evidence that the home had recently been occupied. The fire caused significant damage to the structure. The cause of the fire is under investigation. No civilians or firefighters were injured.

On March 27, the Escondido Fire Department held a badge pinning and recognition ceremony for 24 employees who have been promoted since May 2019. The pinning of badges on newly promoted personnel by family members is a time-honored tradition in the fire service. Normally, EFD holds a badge pinning ceremony at least annually, however, due to the pandemic, the event has been postponed for nearly three years. Congratulations to all of our dedicated Fire Department team members who were able to celebrate with friends, family and co-workers.

Permits and Inspections:

 

Building Division:

1. The counter staff conducted in-person meetings with 119 applicants, processed 103 applications, and issued 77 permits.

2. The total permit valuation for the week was $1,527,938.00

3. Building inspectors completed 258 inspections.

 

Field Engineering Division:

1. Field Engineering processed 20 permits

2. Field Engineering inspectors completed 99 inspections

3. Field Engineering has 223 active permits
