Grand Avenue Vision Project Update

Grand Avenue is undergoing construction improvements! On January 10, 2022, the City began the Phase 1 construction of the Grand Avenue Vision Project.

Starting this week, existing light posts will be removed and minor concrete work will be performed from Maple to Kalmia Street. The contractor will start drilling for new light post foundations; this work is expected to be done at night.

Starting next week, the contractor is expected to pour the concrete curb, gutter, and light post foundations.

Virtual City Council Meeting

In an effort to protect our community, next week's Escondido City Council meeting (January 26) will be hosted virtually at 5 p.m. to mitigate exposure to COVID-19 with the recent rise of the Omicron variant.

EUHSD Schools Hosting Vaccine Clinics, Jan. 24-28

The next round of vaccine clinics will be held the week of January 24 at Escondido Union High School District schools. Individuals 5 years and older can now receive free COVID-19 vaccine and/or flu shots. Students and their families can attend any of the clinics, regardless of what school they attend. No preregistration is required. Parents/guardians must attend with their students to provide consent. Clinics are open for students, their families, and any other interested community members. Booster shots will be available for eligible people 12 and older.

Suicidal Thoughts

On January 15, an individual called Escondido Police Dispatch to let them know that they were in crisis and wanted to harm themselves. When the officers arrived, they located the individual bleeding from the left thigh with multiple self-inflicted knife lacerations. Officers were able to deescalate the situation and successfully took the individual to Palomar Medical Center where they were placed on a 5150 hold.

Did You Know?

In California, law enforcement officers and mental health professionals can place a patient on an emergency 72-hour hold, or "5150", if, due to a mental illness, they are determined to pose a danger to themselves (DTS), a danger to others (DTO), or they are "gravely disabled" (GD).These holds are named after the part of California's Welfare and Institutions code (section 5000 et seq.) covering the Lanterman-Petris-Short (LPS) Act, which regulates involuntary civil commitment in California. Though the law includes dangerousness as one of the criteria, 5150 holds are designed to connect people to mental health services, not to prevent community violence.

Beer Run

On January 15, a juvenile suspect attempted to steal beer from a business. The clerk confronted the suspect. The suspect reached into his waistband as if he was armed, and told the clerk he had a gun. The clerk pushed the suspect outside and shut the door. The suspect picked up a traffic barricade from the parking lot and smashed the glass in the front door, causing about $500 in damage. Officers arrived and arrested the suspect for attempted robbery and felony vandalism.

Due to the generosity of the Escondido Charitable Foundation and other donors over the past several years, the Escondido Police Department has had the pleasure of participating in a "Secret Santa" program. Officers are given $100 bills to hand out to people they encounter during their duties in hopes of brightening their holidays. Not only do the officers help out those in need, they also take immense pleasure in the positive contacts with the community. The Escondido Police Department is grateful for the contributions and support from the anonymous benefactors.

FIRE DEPARTMENT UPDATES:

 

Primarily due to the surge in COVID, the Fire Department call volume overall continues to be very high. During the week of January 9 through January 15 the Fire Department responded to an average of 52 emergency calls per day with a peak of 59 calls on January 11. The number of those calls that were for medical emergencies ranged from 31 to 49 each day. There was also a notable increase in the number of patients complaining of flu like symptoms. Hospitals continue to be impacted by large numbers of patients and staffing challenges which is has resulted in ambulance off load delays.

On January 12, Escondido Fire received 70 pairs of upgraded firefighting gloves purchased and generously donated by the San Diego Regional Fire Foundation. The new, upgraded gloves meet and exceed NFPA standards and provide enhanced safety and dexterity features to enhance the ability of our firefighters to safety fight fires and rescue trapped victims.

Permits and Inspections:

Building Division:

  1. The counter staff conducted in-person meetings with 108 applicants, processed 67 applications, and issued 39 permits.
  2. The total permit valuation for the week was $1,009,261.
  3. Building inspectors completed 234 inspections.

Field Engineering Division:

1. Field Engineering processed 19 permits.

2. Filed Engineering inspectors completed 32 inspections.
