Grand Avenue Vision Project Update

Grand Avenue is undergoing construction improvements! On January 10, 2022, the City began the Phase 1 construction of the Grand Avenue Vision Project.

This week the contractor completed installing electrical conduits on the north side of Grand Avenue, and will continue installing them on the south side. Next, they will begin drilling for light post foundations and are scheduled to pour concrete curbs and gutters for the sidewalk widening sections.

Free Composting Workshop

Don't miss the next composting workshop on Saturday, February 19. Join the Recycling Division at the Escondido Community Garden from 8:30 to 10 a.m. for a free composting workshop that includes demonstration and instruction in the building and maintenance of a backyard compost pile and worm bin. Instructional materials are distributed at the end of the class to each participant. The workshops are free, and no registration is required.

Escondido Union High School District Seeks Input

The Escondido Union High School District (EUHSD) is currently seeking input from students, parents/guardians, and staff for their Local Control and Accountability Plan (LCAP) survey. The LCAP is a plan that describes the district's overall vision for student success and includes investment actions aimed at improving student outcomes. Input from prior year surveys have been helpful to inform priorities included in the plan. Responses are anonymous and are being accepted through February 28, 2022. Take the LCAP survey here:

POLICE DEPARTMENT UPDATES:

 

Stabbing

On February 5, officers respond to a call regarding a stabbing that occurred in front of Rally’s on E. Valley Parkway. When the officers arrived, they located an adult male with a stab wound to his abdomen. The victim was able to provide a suspect description before being transported to the hospital. A second adult male was also stabbed and had multiple stab wounds to his torso. The suspect was found and detained and had a knife in his possession. The suspect admitted to stabbing both victims during a post-Miranda interview.

On February 7, officers responded to an individual who was threating to shoot himself in the head. The former Navy Corpsman has been suffering increasing mental health issues. He also has had friends who have recently committed suicide. The man left the scene prior to the officers’ arrival but later showed up at the front lobby at the Police Department. He was detained and taken to Palomar Medical Center on a 5150, emergency 72-hour hold.

 

Carjacking

On February 10, a woman was parking her vehicle and noticed a car behind her. When she started walking towards her apartment door, a black male adult, ran up behind her with a black handgun and demanded her keys. The suspect fled in the woman’s vehicle. The victim’s vehicle had LOJACK and was recovered. The carjacking suspect was wanted for other robberies and carjacking cases in San Diego and was taken into custody over the weekend.

January Abandoned Vehicle Data

 

 

FIRE DEPARTMENT UPDATES:

 

On February 10, the Escondido Police and Fire Communication Center received a report of smoke coming from a home located in the unincorporated county area at 2811 Paseo Del Sol. The home was reported to be vacant. A smoke column was seen from a distance and a working structure fire upgrade was requested. The first arriving Captain reported a small unoccupied home with smoke and fire coming from the roof. Firefighters confirmed there were no occupants present at the home and they contained the fire and in approximately 21 minutes. Fire units remained on scene for about two hours conducting overhaul to ensure that the fire was completely extinguished. SDG&E was requested to secure the electrical service to the vacant property. Four fire engines, one ladder truck, one rescue ambulance, one Chief Officer, and the Deputy Fire Marshal responded to the fire. Assistance was provided by San Diego County Sheriff’s Deputies. There were no injuries to firefighters or civilians during the incident.

On, February 11, the Escondido Police and Fire Departments were dispatched to Palomar Hospital Downtown, 555 E Valley Pkwy, for a report of a vehicle accident. Upon arrival Firefighters found a large dump truck on its side. It appeared the truck drove off an elevated roadway, landed on the driveway below and damaged two parked vehicles. The driver sustained multiple injuries and was transported to a local hospital.

Building Division:

1.The counter staff conducted in-person meetings with 125 applicants, processed 92 applications, and issued 87 permits.

2.The total permit valuation for the week was $4,378,356.

3.Building inspectors completed 287 inspections.

 

Field Engineering Division:

1.Field Engineering processed 23 permits.

2.Field Engineering inspectors completed 19 inspections.

3.Field Engineering has 152 active permits.
