The Planning Division assists in maintaining and improving the quality of life and the environment through the General Plan Implementation Program and the development review process.
Electronic Plan Review and Permitting:
As of July 1, 2020, the Planning Division began accepting electronic submittals for a variety of projects. Please visit our online services portal (https://cwols.escondido.org/portal) to take advantage of this new technology. Note that not all projects can be submitted electronically at this point, however we are continually working to expand the list.
