Project Overview
Construction of the first phase of the Grand Vision Plan is complete. Phase II is currently in the engineering design phase and design will be completed by the end of 2023. Construction of Phase II will occur in early 2024.

Phase II project renovation benefits include:
- Sidewalk widening on both sides of Grand Avenue from Maple Street to Juniper Street
- A traffic circle/roundabout at Grand and Broadway
- Permanent improvements to support outdoor dining
Phase I project was completed in 2022 and renovation benefits included:
- New string lighting (known as festoon lighting) from Maple Street to Kalmia Street
- New light posts on both sides of Grand Avenue from Maple Street to Kalmia Street
- Sidewalk widening on the north side of Grand Avenue from Maple Street to Broadway
- Improved parking: re-striping to include diagonal parking which will increase the number of parking spots from Escondido Boulevard to Juniper Street
- Pavement resurfacing and re-striping on Grand Avenue from Escondido Boulevard to Juniper Street

When will Phase II construction begin and end?
Phase II construction will begin in early 2024 and will conclude in mid-2024.
What areas are going to be impacted by the construction?
Phase II will expand sidewalk on Grand Avenue from Maple Street to Juniper Street and install a traffic circle/roundabout at Broadway and Grand.
Why are the traffic signals at Grand and Broadway flashing?
Phase II will be constructing a traffic circle/roundabout at Grand and Broadway and these lights will be removed when that is complete.
Why is the project done in phases?
The Grand Avenue Vision Plan was intended to be constructed in phases as funding becomes available. The City received a Smart Growth Incentive Grant from SANDAG which was sufficient to construct Phase I. The City Council authorized $5 million in American Recovery Plan funding for the design and construction of Phase II of the Grand Vision Plan.
