The Utilities Construction and Engineering Division designs and administers the Utilities Capital Improvement Program (CIP). This encompasses water, wastewater, recycled water, and raw water projects. The goal of the CIP program is to optimize existing facilities and plan improvements, to increase reliability in supply and treatment and increase efficiency of all facilities. Key activities include managing the planning, design, bidding, and construction for each project. Information on key projects can be found below. 
 
In addition, the Division works with Planning and Engineering Services for the review of private development projects.
