Please read the following instructions first if you are new to this system, as there are two ways to sign in, depending upon your prior automatic payment enrollment status. You will find the link to the Velocity payment service at the bottom of this page.
Please do not make payments here to restore services that have been interrupted for non-payment or are scheduled to be interrupted for non-payment. You will need to make your payment in person. We are located at City Hall, 201 N. Broadway, Escondido.
The City of Escondido has contracted with Bank of America's Velocity payment system for acceptance of utility bill payments. This provides our customers with improved security and new convenience options, including:
- The ability to securely store multiple payment methods.
- Future scheduled payment of a balance due.
- Automatic payment of the owed balance each month via bank account debit (ACH) or credit card.
- Web Payments letter to our Auto-pay customers
Velocity New User Instructions
If your account had automatic payment enabled as of October 1, 2015
To prevent interruption of your automatic payment enrollment, an account has been created for you in the Velocity payment system. Log in directly from the left side of the page, using Username=Account Number and Password=Account PIN, in upper case, and with the - character included. This information can be found at the top of your Utility Bill.
Once you are signed in, under "User List", "Edit", please be sure to update your email address, and any other other information that is not current. The email address on file will be used by Velocity for notifications including: a change of personal data, a change of password, and pre-notification of scheduled payments.
If your account did NOT have automatic payment enabled as of October 1, 2015
You will need to register yourself on the site (only on the first visit) in order to process payments, by entering account-related identifying information on the right side of the login/register page. The address information being requested is for the primary mailing address associated with your account. Example values for the "Numeric Portion of Primary Mailing Address" field are:
- 201 N. Broadway = 201
- 1234 9th Ave. Apt 56 = 1234956
Information you enter into the Velocity Payment system (name, address, phone number, email address, etc.) is not shared with the City of Escondido. If you wish to have your information changes effective for future City of Escondido mailings, and on your utility bill, you must contact a customer service representative at (760) 839-4682 and notify them of the information change(s) you wish to have made to your account.
