• Draper’s and Damon’s, located at 101 E. Grand, just completed an exterior renovation and will receive $25,000 through the City’s façade grant program. Total private investment in the project was over $80,000. 

  • Twelve businesses along the East Valley Parkway corridor, encouraged by being included in the current Neighborhood Transformation Project (NTP) area, attended a meeting with city staff from PD and Economic Development on Thursday, May 14 at Charter High to discuss the possibility of forming a business group. The original East Valley Association voluntarily disbanded last year due to lack of participation. Economic Development and PD staff will continue to work with these businesses to assist in organizing, with the goal of creating a safe, attractive business climate along the EV corridor. 

  • Planning has begun for the second annual Escondido College and Career Fair, scheduled for October 3 at Westfield North County. The City of Escondido partnered with the Escondido Union High School District and other community education partners on the first fair in 2014, which attracted several hundred attendees and made a significant positive impact on Westfield’s revenue that day.

Staff is cataloging major development applications that are currently being processed to assess their entitlement status in light of pending and more restrictive storm water requirements that the Regional Water Quality Control Board (RWQCB) requires be adopted by the City on or before December 24, 2015. Several developers have expressed an interest in starting grading of their projects prior to December 24th in order to be subject to current requirements.  Staff is taking a proactive approach to discuss processing timelines with existing applicants and providing guidance to applicants on what they can do to meet their desired goals. 

The tentative subdivision map application submitted for the former Escondido Country Club property is undergoing a review for completeness. Comments will be issued to the applicant by June 5th. The proposed project is called “The Lakes” and involves 270 single family residences pursuant to standards of the R-1-7 zone (Single Family Residential - 7,000 SF minimum lot size). The Draft Environmental Impact Report (DEIR) for the proposed Valiano Specific Plan project in Eden Valley was released by the County on April 30, 2015 for a 45-day for public review period. Comments from agencies, organizations, and interested individuals are due to the County on June 15, 2015. The proposed project includes 326 homes on 238 acres. The San Dieguito Community Planning Group will be considering the Valiano project at a separate meeting, tentatively scheduled for June 11, 2015. Link to County’s information: 

Major Projects Update:


  • Oak Creek (NUW) – The applicant is preparing additional information requested by LAFCO for the annexation application. The applicant is coordinating with LAFCO staff regarding their recommendation that the proposed annexation boundary be expanded to include a roadway segment of Hamilton Lane between Bernardo and Felicita Avenues.

  • Amanda Estates (NUW) – The annexation was submitted on April 23rd and is under review by LAFCO staff. 

  • Centerpointe 78 Commercial – Staff is reviewing sections of the screen check EIR as they become available. An amendment to the EIR contract is scheduled for May 20th, to authorize additional traffic analysis of the alternative traffic mitigation measures proposed by the applicant.

  • North Broadway Deficiency Area Projects – Staff continues to coordinate with the various development teams regarding the design of infrastructure improvements and has taken a proactive approach with County staff on review of required improvements within the unincorporated area. A finding of substantial conformance has been made for the previously approved tentative maps for the properties east of Ash Street (known as Lennar’s “Pradera” development). Staff approved the applicant’s grading plan on May 18th and bonds have been submitted for the grading permit. Staff is evaluating the applicant’s recent request to construct model homes in advance of the final map recordation, subject to approval of revised building elevations including enhance architectural features and bonding, and is working with the applicant to resolve setback issues relating to the location of the perimeter walls. The Pickering annexation has been recorded. The Zenner annexation, subdivision and development agreement was approved by the City Council on April 22nd. The annexation application has been submitted to LAFCO. 

  • Kaen Planned Development (2516 S. Escondido Blvd.) – The applicant met with staff to discuss revisions to the project in response to some of the concerns previously identified. The applicant is evaluating a redesign that would eliminate up to 3 units to provide improved emergency access, neighborhood compatibility and aesthetics. The application remains incomplete. 

  • Wohlford – A letter has been sent for the proposed 55-unit residential subdivision and planned development at 661 Bear Valley Parkway advising the applicant that the application is incomplete and identifying the necessary submittals to continue processing the application. The applicant is coordinating with staff regarding a Specific Alignment Plan for Bear Valley Parkway and is exploring acquisition of the adjacent, triangular shaped parcel to the south to accommodate anticipated road improvements along this road. 

  • Latitude II – Staff continues to work with the applicant’s design team to identify and evaluate solutions on site planning issues. The applicant’s Fire Master Plan, and the deceleration lane along Center City Parkway have reached conceptual agreement pending submittal of improvement plans. Other design considerations under discussion are the parking space dimensions and gate locations, the sewer line easements and improvements along the north property line, and a monument feature at the corner of Centre City Parkway and Mission Avenue. Preparation of a traffic study and draft negative declaration by the applicant’s consultant is underway. 

  • Staff has provided comments on the revised tentative map submitted by Shea Homes for a substantial conformance review and determination for the 179-lot residential subdivision known as Hidden Valley Ranch (Tract 923). A revised plan for the internal park acreage is under review. The Precise Plan has not yet been submitted.

  • The Mitigated Negative Declaration for Veterans Village, the 54-unit mixed use project proposed at 1556 S. Escondido Blvd., was released for a 20-day public review period ending May 12, 2015. The project is scheduled for consideration by the Planning Commission on May 26th.

  • The Mitigated Negative Declaration for the proposed modification to redevelop the Emmanuel Faith Community Church campus at 639 E. 17th was been released for a 20-day public review period ending May 18th; no comments were received. The project is tentatively scheduled for Planning Commission on June 9th. Information on the project can be found at: s

  • Concordia Homes submitted a draft Specific Plan and tentative subdivision map for the Safari Highlands project for conceptual review prior to their formal application submittal. The project includes annexation and Sphere of Influence update for the 1,098 acres site and a subdivision to create 550 residential lots in seven neighborhoods, with lot sizes ranging from 7,663 SF to 4.76 acres. A meeting was scheduled this week to provide preliminary comments on major issues, including the proposed design for emergency access, and waste and wastewater service. Contracts for an extension of staff to process the anticipated application will be needed prior to submittal of a formal application. 

Building Division:

  • The Building Department issued 85 permits for the week with a total valuation of $1,387,033. 

  • 40 photovoltaic permits were issued for the week.  Building has issued 389 permits so far this year compared to 194 issued at the same time last year. 

  • Inspections and counter contacts remain steady with inspections averaging 28 per day with 16 on Friday and counter contacts averaging 32 per day with 32 on Friday. 

  • The month of May is Building Safety Month. Building Safety Month is a public awareness campaign to help individuals, families and businesses understand what it takes to create safe and sustainable structures. The campaign also reinforces the need for adoption of modern, model building codes, a strong and efficient system of code enforcement and a well trained professional workforce to maintain the system.  Promotional brochures will be available at the Building counter throughout the month of May. 

  • In an attempt to provide the best service possible for our customers and remove any unreasonable barriers in the permitting process, residential roof top solar permits may now be issued through an expedited permitting process at the building counter. The applicant/contractor may choose to complete Guideline 24B, Eligibility Checklist for Expedited Residential Solar Photovoltaic Permit, along with the plans and specifications and the permit can be issued over the counter. Guidelines # 24A and 24B are now available on the city’s web site.  

  • Due to the ongoing drought, there have been many inquiries regarding graywater plumbing systems and the permitting process. The requirements for graywater systems are now a part of the 2013 CPC, Chapter 16. A plumbing permit is now required for any proposed graywater systems except those that utilize washing machine discharge only.

  • A Graywater Information Guideline will soon be available at our building counter and on     the city’s website with complete information regarding submittal requirements, plan review, inspections and fees. 

  • Plans are in for review for a tenant improvement at 649 W Mission Ave for the San Diego County Health Services, W.I.C. and restaurant and market.  


FY 2014-2015 Street Rehabilitation Project:
May 18th , 2015 through May 22nd, 2015 the concrete subcontractor will be completing concrete for the pedestrian ramps, driveways and sidewalks along 4th Avenue, Maple Street to Escondido Boulevard and Maple Street between 4th and 5th Avenue.  

Elm Street between Washington Avenue and the Flood Control Channel: 
The project is awaiting completion of punch list items. 

Private Development 

Bear Valley Parkway between Boyle Avenue and San Pasqual Valley Road (County Project):
The contractor has closed the intersection at Idaho Avenue and Bear Valley Parkway to through traffic; the work is proceeding with an anticipated reopening of the intersection on May 29th. The intersection of Boyle Avenue and Bear Valley Parkway has been reopened. The underground contractor is constructing storm drain boxes on Boyle Avenue and the grading contractor is continuing with demolition of the existing retaining wall located along Bear Valley Parkway at Boyle Avenue. New concrete curb and gutter will be poured later this week on new Bear Valley Parkway between Idaho Avenue and Viewmont Drive. 

2412 South Escondido Boulevard:
The construction of the new on site water main is the focus for this week. 

Habitat for Humanity Project:
The onsite surface improvements are complete. The rain from last week and a major building event on their last unit will delay the start of finish grading. 

Heritage Gardens
The ground water monitoring wells located within the limits of the site are being removed permanently this week. A drilling rig will be on site to perform the closure operation. 

Private Development – Current Plan Reviews

Pradera by Lennar (5 Tracts in Lehner/Stanley/Ash block):
Lennar Homes has purchased 5 separate Approved SFD Tentative Maps (Tracts 889, 894, SUB13-0003, SUB13-0010, SUB13-0011) and began processing Final Engr. plans at the start of 2015.

  • A combined Rough Grading plan for all 5 Tentative Maps was Approved yesterday (5/18). The Grading Permit is expected to be issued by the end of this week.
  • A combined WQTR for all 5 Tentative Maps was Approved on 5/13.
  • A revised Traffic Study for proposed fill material (145k CY import) haul routes and daily truck trips was returned with comments by Traffic Engr. and is expected to be resubmitted with final comments addressed.
  • The 7 sets of Improvement plans (1-perimeter, 5-onsite for each TM, 1-offsite mitigation) were resubmitted for 2nd review on Friday 5/01 and this review should be completed in the next week or so.
  • The Final Map(s) have not been submitted yet.  

Tract 951 – Jacks Creek Place:
This project is a 12 lot residential subdivision located near Eureka Ranch.

  • The 1st review of the Final Map, Grading and Improvement plans, and the WQTR is expected to be completed and returned to the applicant by tomorrow (5/20). 

St. Mary’s Community Center:
This project is the 1st phase of the St. Mary’s Expansion Master Plan and a single large structure behind the existing sanctuary is proposed.    Included in this structure is a large multi-use meeting hall, kitchen, offices, a covered basketball/sport court, and large covered patio areas.

  • The Grading plans were resubmitted (6th) by the Engineer on 5/14.
  • The WQTR has been approved.
  • The Waterline Improvement plans were resubmitted (6th) by the Engineer on 5/14.
  • A revised Engr. Cost Estimate has been submitted and if approved a Bond and Fee Letter will be issued this week. 

Tract 932 – Hidden Valley Ranch:
This project is a 179 lot residential subdivision located at the ends of Vista Ave. and Vista Verde Dr. and will connect them when developed.   Shea Homes has acquired this project and has begun final engineering.

  • A Substantial Conformance Tentative Map was submitted late April and all Depts. have begun review of it and some initial impression comments have been communicated to the applicant with formal review comments expected to be compiled and sent.
  • The offsite street improvement plans for the intersection of Vista Ave. & Ash St. were submitted for 1st review on 4/23 and this review is expected to be completed in the next 2 weeks.
  • The offsite Traffic Signal plans for the intersections of El Norte Pkwy & Vista Verde Dr. and Ash St. & Sheridan Ave. together with the addition of Traffic Signal plans for the intersection of Vista Ave. & Ash St. were resubmitted for 1st review on 5/15 and this review is expected to be completed in the next 3 weeks. 



  • On 05-11-15, officers responded to the area of Mission Ave and Quince St regarding Home Depot loss prevention employees who were following theft suspects in a U-Haul truck. The suspects were believed to have been involved in an extensive theft ring throughout the North County.  Officers caught up with the two suspects and arrested them on a parole violation and an outstanding warrant.  Detectives responded and are investigating the possible link to the theft ring.

  • On 05-13-15, officers observed a suspect with an outstanding felony warrant in the area of 9th Ave and Redwood St. When the officers attempted to contact the suspect, he fled on foot and began jumping fences into yards.  The officers quickly established a perimeter and began searching for the suspect.  With the help of the San Diego PD helicopter and some friendly neighbors, the suspect was located and arrested without further incident.

  • On 05-14-15, a suspect entered a residence in the 1900 block of Vermel. The resident was home at the time and confronted the suspect.  A struggle between the resident and the suspect en sued.  The suspect assaulted the resident and fled the home with a watch.  The suspect was believed to be with two accomplices and they all fled in a vehicle.

  • On 05-16-15, officers responded to the 2200 block of Conway Dr regarding a vehicle that had struck a tree. Upon arrival, an officer recognized that one of the involved subjects had an outstanding felony warrant.  The officers attempted to handcuff the suspect and he assaulted one of the officers and fled on foot.  Officers established a perimeter and later located the suspect with the help of the San Diego Sheriff’s helicopter.  The suspect was taken into custody and the officer sustained minor injuries.


  • Officer Joseph Putulowski was presented an award for Heroism from the Burn Institute for his actions on 04-27-14 where he pulled an injured motorist from their burning car. 

  • Chief Carter and other NTP Staff members met with approximately 20 business owners to share information about the Neighborhood Transformation Project East. The owners agreed to form the East Valley Business Association and partner with the NTP efforts.

  • Members from the Escondido Police Department were invited to be part of Christopher Ryan Simmons’ Court of Honor held in Balboa Park. Christopher achieved the rank of Eagle Scout and he has become the most decorated Eagle Scout in the history of the Boy Scouts.

  • On 05-15-15, officers from the Escondido PD participated in a DUI Saturation Patrol paid for by a grant from the California Office of Traffic Safety. Officers assigned to the detail made 56 traffic stops and conducted 6 Field Sobriety Tests.  During the evening, 1 driver was arrested for DUI.  6 drivers were cited for being unlicensed or having a suspended license.  5 vehicles were impounded.

  • Officers from the Escondido Police Department put on a safety class for a local Girl Scouts troop. To show their appreciation, the Girl Scouts performed a dance during the presentation.
