• Real Property Update: 
    • Real Property Brokerage Services
      In 2011, the City’s Real Property Division advertised a Request for Proposals for Commercial & Residential Real Estate Brokerage Services and selected Cassidy Turley (now DTZ) as its On Call, As-Needed Consultant.  Since that time, the City has achieved 100% occupancy on its Leased Properties.  The contract with Cassidy Turley has now expired.  In an effort to provide broader flexibility to the City and receive the highest attainable quality of outside services, brokerage services will now be awarded from a list of qualified firms based on the specifics of each transaction requiring outside consultant help.  In most cases, acquisitions and unsolicited sales will be handled by City Real Property staff.  
    • Inland Bees, Inc. To Place Bee Boxes on Remote City Sites
      Honey bees are a critical link in U.S. agriculture and have been hit nationwide with Colony Collapse Disorder. No scientific cause for CCD has been proven. A local beekeeping company, Inland Bees, Inc., has approached the City about placing its bee boxes on remote City property to help foster a recovery to the honey bee population.  The presence of the bee boxes are expected to benefit the surrounding agriculture by providing cross pollination. Presently an Occupancy License is in place for one site within the Valley Center Road Watershed. Additional locations are being explored by staff.
    • Lopez Market Demolition (201 S. Pine Street)
      The Housing Successor Agency recently sold one of its mobile home lots for $87,000.  Proceeds from that sale are permitted to be used toward managing other Housing Successor real property assets. The former Lopez Market located on the corner of Pine Street and 2nd Avenue is scheduled for demolition in order to eliminate blight, remove an attractive nuisance and prepare the land for future development in accordance with the City’s land use policy and economic development objectives for the Downtown Gateway Area. The site will be fully fenced in to deter trespassing. Demolition of the structure is anticipated to increase the property’s value and make it easier to sell. Proceeds from the ultimate sale will be returned to the Housing Successor Agency.  State legislation mandates initiation of development of this site by February 2018, or the adoption of a Resolution extending compliance out to no later than February 2023. 
  • We have contracted with Triton Technology to design the first phase of an upgrade to various audio visual equipment in the Council Chambers.  Once the design is completed, a Request for Proposals will be released for the purchase and installation of the new equipment.  Funding for this project will come from PEG fees.
  • The downtown Post Office in the Civic Center Plaza shopping center has signed a two-year lease with the new property owner of that center.
  • Reservations for weddings/events at the Daley Ranch House continue to grow. We currently have ten weddings booked through the end of December.
  • Cal South State Cup will be played at Ryan Park March 28th and 29th.  Teams will be traveling in from all over Southern California and will each have three games over the two days.  We will see divisions of both boys and girls in the under 14, u15, and u16 age groups.  There will be 84 games played over the weekend, 63 teams, and we can expect around 2,500 players and spectators in the Ryan Park area.  This is a paid parking tournament.  All Escondido residents can park for free.  Teams will be lodging, dining, and shopping in Escondido.

Jim Stone Pool will be closed for approximately one week while it is drained and re-filled following the discovery of broken glass in the pool.  Vandals are suspected of having caused this situation resulting in the waste of nearly 165,000 gallons of water during a drought. But given the hazard both large pieces and small particles of glass pose to pool users, I feel draining the pool is the best way to ensure public safety.  In compliance with Stormwater requirements, chlorine levels of the water will be reduced significantly before draining the pool.  The small wading pool was not affected.

The show and seasonal cruise night will feature pre-1974 vehicles. The fundraiser is free to view; $20 for show vehicles by Feb. 17, $25 after. Funds will support the free Friday evening Cruisin' Grand shows, which fires up April 3 and will run through September (5-9 p.m.).



  • The Planning Commission unanimously recommended approval of the Zenner annexation and subdivision with additional conditions to relinquish access to the unnamed road along the western boundary and to construct a masonry wall along the project’s perimeter, to eliminate potential access along the rear of the newly created lots. Several area residents provided testimony opposing the closure of Lehner Ave. The project will be scheduled for future consideration by the City Council upon submittal of the calculations for the proposed development agreement terms.
  • Staff met with representatives from Westfield to discuss preliminary improvement plan for the lower level of the former Robinson-May building, as approved by the most recent master plan modification. They are in discussions with a national fitness chain to occupy this space, and are also in discussions with a major national theater chain for construction of a new 10-screen theater.
  • SANDAG has released the Final Regional Housing Report for 2003-2013:
  • Per City Council direction regarding the Emergency Shelter Overlay Zone, a public meeting has been tentatively scheduled on Monday, April 13th at 6:00 p.m. to discuss alternative or additional locations where a shelter may be allowed as a permitted use. Public notices will be sent next week for the workshop which will be an open house format.
  • The Mitigated Negative Declaration for the Southwest Sewer Realignment Project has been released for a 30-day public review period which ends on April 1, 2015. The document is available at the following links: 
  • Major Projects Update:
    • Oak Creek (NUW) – The annexation application has been submitted to LAFCO.
    • Amanda Estates (NUW) – The project was unanimously recommended for approval by the Planning Commission on March 10th. The City Council hearing is scheduled for April 8th.
    • Centerpointe 78 Commercial – The Draft EIR remains on hold at the applicant’s request pending resolution of traffic mitigation requirements. Staff has requested further analysis of alternative mitigation measures.
    • North Broadway Deficiency Area Projects – Staff continues to work with the anticipated developer (Lennar) of the properties east of Ash Street regarding a comprehensive grading plan and associated design changes, with the goal of achieving substantial conformance with the approved tentative maps as anticipated in the development agreements. The developer is working towards commencement of grading activities in mid-April. Revisions to the traffic analysis are still needed to address construction vehicle trips from the proposed mass grading and import of fill. Staff is awaiting submittals regarding the offsite easements needed to construct traffic mitigation measures at the Ash/Vista intersection in the unincorporated area.
    • Kaen Planned Development (2516 S. Escondido Blvd.) – Staff has completed review of a revised conceptual plan which addresses some of the concerns previously identified by staff. Staff has provided comments recommending further revisions to address fire access and design issues. The application is incomplete.
    • Wohlford – A letter has been sent for the proposed 55-unit residential subdivision and planned development at 661 Bear Valley Parkway advising the applicant that the application is incomplete and identifying the necessary submittals to continue processing the application. The applicant is coordinating with staff regarding a Specific Alignment Plan for Bear Valley Parkway.
    • Latitude II – The applicant submitted revised plans which are under review; the applicant is proposing not to incorporate many staff comments (including specific Fire Department comments regarding minimum turning radius and Center City Parkway improvements) into the revised plans as part of the Planned Development application and does not concur with the staff determination to require a traffic analysis and preparation of a negative declaration. The application is incomplete. 

Building Division: 

  • The Building Division issued 54 permits for the week with a total valuation of $385,556.  The majority of the permits were minor type permits including plumbing, electrical and mechanical permits.
  • 13 photovoltaic permits were issued this week with 191 permits issued so far this year compared to 112 issued at the same time last year.
  • Inspections and counter contacts remain steady with inspections averaging 25 per day with 24 on Friday and counter contacts averaging 40 per day with 40 on Friday.
  • The Building Division has approved the plans for a new 76 unit condominium project at 2412 S. Escondido Blvd.  Engineering approval needed prior to permit issuance.
  • The new Monticello Assisted living facility is moving towards a final building inspection projected for the end of April.
  • Plans are in for review for the new building and tenant improvement for the Church of Resurrection at 1445 Conway Dr. 


FY2014-2015 Street Rehabilitation Project:
March 23rd, 2015 through March 27th, 2015 the concrete subcontractor will be completing concrete for the pedestrian ramps, driveways and sidewalks along Pennsylvania Avenue and 9th Avenue between Centre City Parkway and Maple Street. Pavement resurfacing will be along Mission Avenue between Fig Street and Ash Street, Mission Avenue between Centre City Parkway and Broadway and Escondido Boulevard between Washington and Crest Avenue.   

Elm Street between Washington Avenue and the Flood Control Channel:
Street light foundations were poured this week along with preparing the new roadway for the new asphalt section that will be placed next week.  

Simpson Channel/ Indian Creek Emergency Repair:
Public Works staff discovered a 30’ section of the concrete channel wall had fallen from its vertical position onto the channel floor. Staff has solicited bids from three construction firms to complete the restoration of channel wall. The work will begin in the coming weeks. Previous sections of the channel were repaired in 2011 and 2012. 

Private Development 

Bear Valley Parkway between Boyle Avenue and San Pasqual Valley Road (County Project):
The contractor has placed the base course of asphalt along the east side of Bear Valley Parkway between Boyle Avenue and Birch Avenue. The new gas main is being installed along the eastern portion of the new roadway between Birch Avenue and Idaho Avenue. Water main installation is being installed between Idaho Avenue and Suburban Hills Drive. 

2412 South Escondido Boulevard:
The contractor is continuing to construct the onsite retaining walls. The new 48” storm drain system is being installed. Potholing of existing utilities is being performed in preparation to constructing a water main syphon along Escondido Boulevard. 

Escondido Boulevard at 3rd Avenue Fiber Optic Project:
Staff is waiting on a construction schedule for completing restoration to the public improvements along the construction route.

Private Development – Current Plan Reviews

Pradera by Lennar (5 Tracts in Lehner/Stanley/Ash block):
Lennar Homes has purchased 5 separate Approved SFD Tentative Maps (Tracts 889, 894, SUB13-0003, SUB13-0010, SUB13-0011) and began processing Final Engineering plans at the start of 2015.

  • A combined Substantial Conformance Tentative Map Exhibit has been reviewed by Planning, Fire, and Engineering twice with the 2nd review returned to them last week. The next review should be ready for approval.
  • A combined Rough Grading plan for all 5 Tentative Maps is currently in for 2nd review and should be returned with comments this week.
  • A combined WQTR for all 5 Tentative Maps is currently in for 2nd review and should be returned with comments this week.
  • A Traffic Study for proposed fill material (145k CY import) haul routes and daily truck trips has been submitted and comments returned last week.
  • 7 sets of Improvement plans (1-perimeter, 5-onsite for each TM, 1-offsite mitigation) have been submitted and reviewed once and are expected to be resubmitted soon.   

Meadow Brook Senior Apartments:
This project is the final component of the overall Meadow Brook Retirement Community Planned Development off of North Broadway and Iris Lane.    A single large senior apartment building with underground parking is proposed.

  • The Grading plans have been reviewed over the last few months and are now ready for approval.
  • Grading and Construction should begin early April. 

St. Mary’s Community Center:
This project is the 1st phase of the St. Mary’s Expansion Master Plan and a single large structure behind the existing sanctuary is proposed.    Included in this structure is a large multi-use meeting hall and kitchen, offices, a covered basketball/sport court, and large covered patio areas.

  • The Grading plans have been reviewed 4 times over the last 2+ years and the next submittal is expected in soon. Storm water design has been an issue with the site grading design changing significantly a few times.
  • The WQTR has been reviewed 3 times and is expected to be resubmitted soon.
  • Waterline Improvement plans for required onsite fire hydrants have been reviewed 3 times over the last 2 years and the next submittal is expected soon.   

Tentative Parcel Map 2007-04 – Foot Hill View Place:
This Tentative Parcel Map is for the second half and completion of Tract 809 which had to be split and developed in halves due to unresolved easement issues in the early 2000s.   The improvements and much of the grading were completed with the first half and so review of this project is primarily limited to the Parcel Map and verifying the easement issues are resolved. 

  • The Parcel Map has been reviewed once and review comments were returned last week. 




  • On 03-18-15, San Diego Police Department units were involved in a vehicle pursuit of a residential burglary suspect from the Rancho Bernardo area. The pursuit came into the south part of Escondido and the suspect vehicle eventually collided into a vehicle barrier pole at Kit Carson Park.  The suspect then fled on foot and was not located.  SDPD handled the investigation and collision.  City Park Rangers were advised of the damage to the pole.
  • On 03-18-15 between 10:00 and 11:00 a.m. an unknown suspect entered the unlocked rear door of “These Islands” a shop at 231 E. Grand Avenue and stole at least two purses from the victims who were in the front of the store at a dance class.  One of the victim’s vehicle was also stolen with the keys that were inside the stolen purse.  Two of the victims’ credit cards were used shortly afterwards at businesses in San Marcos.  PD recovered at least one of the victims’ phones.  They are still conducting follow up at the businesses where the stolen credit cards were used.  These Islands is now keeping their rear door locked. 
  • On 03-19-15, several gunshots were fired in the area of 700 S. Tulip St. No one was injured and it is unknown who the intended victim was.  Two vehicles were struck with bullet fragments and shell casings were located at the scene.  The suspect was seen getting into a truck, which fled the scene.  Officers located a matching truck and the occupants fled from the officers.  The driver was located shortly afterwards and taken into custody.
  • On 03-20-15, officers were involved in a traffic pursuit of a vehicle that was being driven recklessly. The suspect vehicle eventually collided with a palm tree at Mission Ave and Midway Dr.  The suspect attempted to flee the collision scene on foot, but he was quickly apprehended by officers a short distance later.
  • On 03-20-15, officers were dispatched to a suicidal subject. Upon the officers’ arrival, the subject fled into a neighboring apartment.  The subject then fought with the officers and he was eventually subdued with use of a Taser.  Two of the officers sustained minor injuries as a result of the subject’s resistance.
  • On 03-21-15, two suspects were seen inside the CarMax at 0348 hours. They were believed to be casing the vehicles at the lot.  A perimeter was quickly established around the CarMax.  The suspects attempted to flee, but were both apprehended by officers on the perimeter.  The officers were able to get them into custody before they stole/broke into any of the vehicles.
  • On 03-22-15, officers responded to the Sprouts regarding a male suspect who had just committed a sexual battery on an employee. The suspect left the store and inappropriately touched a 9 year old girl down the street.  Officers located the suspect in the area and he was taken into custody after a foot pursuit.
  • On 03-22-15, officers responded to the Bird Haven regarding a female suspect causing a disturbance. Officers were able to escort her out of the store, but she then attacked the officers.  She grabbed a large knife and threatened to kill the officers.  They were able to pin her up against a sink and took her into custody with the use of a Taser. 


  • Officer Juan Alva received the Auto Theft Officer of the Year award at the Annual Auto Theft Advisory Council Awards ceremony held at Balboa Park. This was Officer Alva’s first such award, which recognizes law enforcement members for auto theft arrests from each agency in the county.
  • Greg Kogler graduated from the FBI National Academy last week in Quantico, VA. The N.A. is a leadership and command development program for law enforcement managers from around the world.  Held at the FBI headquarters in Quantico, the N.A. is an intensive ten week live-in academy program. 
  • EPD Command Staff attended the Annual North San Diego County Gang Task Force (GTF) Advisory Board Meeting in San Marcos. This event highlighted the work accomplished by the North County GTF during 2014.
  • Command Staff also attended the San Diego Regional Police Academy Board meeting last week at Miramar College. We currently have four recruits in the Senior Class and two in the Junior Class.
  • The EPD Facebook page continues to gain momentum with followers. We have grown to over 4,500 followers and are on the way to our goal of 5,000.  We currently have the second largest Facebook following of law enforcement agencies in our region behind San Diego PD.

  • The East Neighborhood Transformation Project kicked off its first event in the action phase of the program with the Project NEAT event. Various city departments and community leaders set off within the footprint to inform residents of code violations and give them a chance to participate in the program.
