Joe has always been called to serve. He grew up in a home where he saw his father encourage and help the disenfranchised. His father’s example led Joe to a life of service to others. He has been a church pastor for over 30 years, 13 of which, he served in Escondido. As a longtime resident of Escondido, he has been a community leader for many years as a member of the Escondido Rotary Club, a member of the Escondido Police Chief’s Faith Council, City of Escondido Community Services Commissioner, and Vice-Chair of Escondido’s Planning Commission.

Joe is a native Californian. He was born in Santa Ana, California, but after a tragic accident, Joe's parents decided to move to Mexico where he learned to speak Spanish and understand his cultural heritage. Despite his family's modest means, in 1985, Joe made his way to the Napa Valley to attend Pacific Union College. In June of 1989, he graduated with a Bachelor of Arts in Theology. Upon graduating, Joe began his ministry in Calexico, California where he met his future wife, Maria. Shortly thereafter, he was selected to attend Seminary at Andrews University where he graduated with a Master of Divinity degree in 1994.  

Escondido has truly been a "city of choice" for Joe and his family. Maria and Joe raised their children, Heather, Joseph, and Rebekah, in Escondido. Joe’s children are all graduates of local Escondido schools. Heather and Joseph will be graduating in 2021 with a Master of Public Administration degree from Columbia University. Rebekah graduated in May 2020 from Point Loma Nazarene University with a Bachelor of Arts in Psychology.
