The Escondido City Council has selected Assistant City Manager Graham Mitchell to replace Clay Phillips as City Manager upon Clay’s retirement on December 18, 2015.

In making the announcement today, Mayor Abed expressed confidence in Mr. Mitchell’s abilities, saying, “Graham has a proven track record of city management experience and a solid understanding of the issues facing the city and the region.  I am confident he will serve Escondido well.”

Mr. Mitchell has been the Assistant City Manager in Escondido since June 2015.  He previously was City Manager in Lemon Grove for twelve years.  Prior to that he was City Manager for three years in Farmersville, CA.  He holds a Master’s Degree in Public Administration from the University of Southern California, and Bachelor of Arts in International Relations from Brigham Young University.

The details of Mr. Mitchell’s compensation have not yet been finalized.
