Escondido, CA – During their closed session meeting yesterday, the Escondido City Council unanimously voted to appoint Jeffrey Epp as the Escondido City Manager and Michael McGuinness as the City Attorney. Mr. Epp and Mr. McGuinness were serving as the Interim City Manager and Interim City Attorney respectively.

In making the announcement Mayor Sam Abed noted, "Jeff and Mike did an excellent job for the city in their interim positions. Their long time tenure with the city and their strong relationships with the community will be a great benefit to Escondido. They are the best qualified to help the City Council to take Escondido to the next level of economic prosperity"

Jeffrey Epp joined the City of Escondido in August of 1985. He held the titles of Deputy Attorney, Senior Attorney and Assistant City Attorney before being appointed as City Attorney in 1996. Prior to working for the City of Escondido, Jeff worked as a prosecutor in the City Attorney’s Office in Cheyenne, Wyoming. Mr. Epp obtained his undergraduate degree in political science and Juris Doctorate from the University of Wyoming.

Mike McGuinness started his professional career in 1987 with the San Diego City Attorney’s Office where he served in the roles as a prosecutor and then civil litigator of all types of cases.  Mr. McGuinness joined the Escondido City Attorney’s Office in April 2008 as an Assistant City Attorney responsible for all litigation.  Prior to joining the City, Mike was Of Counsel with the San Diego office of McKenna, Long & Aldridge, LLP, now part of the Dentons law firm.
