Citywide Services, CFD 2020-1
The goal of the Citywide Services Community Facilities District is to make new development revenue neutral such that existing residents do not subsidize new development. In June 2019, staff was directed to evaluate the feasibility of a Community Facilities District (CFD) to fund municipal services required to support new development. In January 2020, the results of a Fiscal Impact Assessment (FIA) prepared by Keyser Marston and Associates was presented to the City Council. The FIA showed that the ongoing cost to serve new residential development is higher than the revenues collected. On April 8, 2020, a Resolution was passed declaring the City’s intent form a Community Facilities District to offset the cost of municipal services associated with new development. CFD 2020-1, Citywide Services, was formed on May 13, 2020. Each new residential unit permitted after May 13, 2020 will be annexed into this CFD.
