General Information 

A Community Facilities District, or CFD, is special tax levied annually on the property tax bill. Also known as a Mello-Roos, this tax can be used to fund improvements required to support the development of new homes or the ongoing costs to serve new development.

Citywide Services, CFD 2020-1
The goal of the Citywide Services Community Facilities District is to make new development revenue neutral such that existing residents do not subsidize new development.  In June 2019, staff was directed to evaluate the feasibility of a Community Facilities District (CFD) to fund municipal services required to support new development. In January 2020, the results of a Fiscal Impact Assessment (FIA) prepared by Keyser Marston and Associates was presented to the City Council.  The FIA showed that the ongoing cost to serve new residential development is higher than the revenues collected.  On April 8, 2020, a Resolution was passed declaring the City’s intent form a Community Facilities District to offset the cost of municipal services associated with new development.  CFD 2020-1, Citywide Services, was formed on May 13, 2020. Each new residential unit permitted after May 13, 2020 will be annexed into this CFD through a voluntary annexation process, or, alternatively, the new residential development will provide an alternate funding mechanism for offsetting the development's impact to municipal services.

Villages, CFD 2020-2

Located in the northwestern section of the City, east of N. Nutmeg Street, north of W. El Norte Parkway, in the former property of Escondido Country Club, Community Facilities District 2020-2, The Villages, was formed on May 13, 2020. The Villages CFD 2020-2, funds public facilities including the construction, purchase, modification, rehabilitation, and/or improvement of water and wastewater, drainage, flood and storm protection facilities, library, parks, parkways, park lighting, sidewalks, signage, fire protection and fire suppression facilities, streets and roadways, traffic signals, street lighting, administration and community center facilities, animal shelter facilities, and other public facilities.

Formation Documentation

Eureka Ranch, CFD 2006-01

Located in the northeastern section of the City, east of the Escondido Creek Channel, north of E. El Norte Parkway and generally north of Hidden Trails Road, Community Facilities District No. 2006-01, was formed in September 2006 to provide street, storm drain and sewer improvements as well as utility undergrounding within the Eureka Springs development and East Valley Parkway area.

For each Fiscal Year that any bonds are outstanding special tax shall be levied on all assessor parcels in CFD No. 2006-01 subject to special tax. If any delinquencies for the special tax remain uncollected prior to or after bonds are retired, the special tax may be levied to the extent necessary to reimburse the CFD for uncollected special taxes but no later than fiscal year 2046/47.

Hidden Trails, CFD 2000-01

Located in the northeastern section of the City, encompassing the residential development along Hidden Trails Road, Meadow Creek Lane, Oak Valley Lane, Hidden View Lane, Hidden Estates Lane, Willow Tree Lane, and neighboring cul-de-sacs, Community Facilities District No. 2000-01, Hidden Trails, was formed in September 2000 for the purpose of acquiring certain backbone facilities including street, water, and sewer facilities which were constructed within the Hidden Trails development.

For each Fiscal Year that any bonds are outstanding special tax shall be levied on all assessor parcels in CFD No. 2000-01 subject to special tax. If any delinquencies for the special tax remain uncollected prior to or after bonds are retired, the special tax may be levied to the extent necessary to reimburse the CFD for uncollected special taxes but no later than fiscal year 2034/2035.
