The Escondido City Attorney represents the City of Escondido. The office also advises the City Council, City Departments, and City Boards and Commissions regarding legal and regulatory matters of concern to the City and its operations. In addition, the office represents the City in all civil lawsuits and administrative proceedings filed against or on behalf of the City and handles all claims submitted to the City under the Government Tort Claims Act. The attorneys also assist with collections, land use advice, personnel matters, collective bargaining, worker’s compensation, leasing, contract negotiation and a wide range of advice on open meeting and conflict of interest laws.

The City Attorney's Office is responsible for prosecuting all violations of City laws, which include violations of the Municipal Code and Zoning Code.  The office has employed a full-time prosecutor who works closely with the Code Enforcement Department, Police Department, Fire Department, and other City staff to assure compliance with all municipal codes and if appropriate, punish such violations.

The Escondido City Attorney’s Office emphasizes a preventative law practice. To achieve this end, the Attorney’s Office maintains a close and cooperative working relationship with line departments of the City to attempt early intervention on issues where the possibility of legal difficulties in the future is apparent. By engendering a spirit of cooperation, creativity, and assistance, the City Attorney’s Office is perceived as a welcome addition to the management team and its participation in a vast array of projects at the early development state frequently serves to head-off problems which could produce legal disputes if not identified at the outset.

If you wish to file a claim against the City, claim forms are available at the City Clerk's office or you can download a copy online.  Claim forms must be returned to the City Clerk's office for processing.
