Special Events/Economic Development Coordinator Position

COMMUNITY DEVELOPMENT UPDATES

Building

  • The applicant  for the new American Grill  at 239 E. Valley Pkwy. pulled the building permits on 8-22-12. Staff had been conducting courtesy inspections to allow the project to proceed. The applicant now intends to pursue outdoor dining along Valley and has been advised of the need for an encroachment permit.
  • We continue to see a strong interest in photovoltaic permits, as well as a growing interest in electric vehicle charging stations. We are currently reviewing plans for an electric vehicle charging stations for Honda of Escondido at 1700 Auto Pkwy.  We have issued 10 vehicle charging station permits since 2008 (7 commercial and 3 residential).
  • Tenant improvement plans have been submitted for an adult training and daycare facility within the medical office project at 245 E. Pennsylvania. The facility would provide training for adults with special needs.

Code Enforcement

The State Dept. of Housing and Community Development (HCD) has notified the City of their intent to conduct an evaluation of the City’s enforcement procedures under the Mobilehome and Special Occupancy Acts. HCD intends to evaluate the City’s administrative procedures for the mobile home park inspections, and to conduct field monitoring with a City inspector. The evaluations are required by State law for agencies that have assumed enforcement responsibilities; a report assessing the City’s ability to enforce the laws will be prepared and submitted to the City approximately 60 days after the visit. No date has been scheduled yet.

CAPITAL PROJECTS

Maple Street Pedestrian Plaza

The long awaited Maple Street Gate Way signs were delivered and installed yesterday.  The electrical contractor is busy pulling the last of the wire and installing the trellis lighting and tree well lighting. The landscape contractor is completing the last of the new and replacement plants along the project while the prime contractor L.B. Civil is prepping the site for the ribbon cutting by power washing all elements so the project will sparkle for the Grand Opening celebration. We are awaiting the artist’s delivery of the 3 polished metal columns for the water feature.  With, the installation of this final item and the installation of the master electrical meter on Tuesday you will see some new lighting along the plaza.

2011/2012 Pavement Maintenance Project

The installation of the new concrete roadway section along Grand Avenue at  Ash Street began this week.  The placement of reinforcing steel and concrete should be completed this week with reopening of the roadway by next Monday.  The paving subcontractor began the next phase, the street restoration, on Monday.  The first area to be treated was between 5th Avenue to Valley Parkway to Ash Street and Fig Street.

Main Library Fiber Project

The contractor has called for utility mark out this week and will start the potholing of all utilities on September 4.

Old Escondido Neighborhood Stop Signs

The contractor has begun to install the required signs and traffic legends on Monday. The completion date for all signs is September 15.

Private Development:   West Field Mall parking lot

Night time paving operation continues through this weekend.

Talk of the Town

The onsite sewer system was tested by the Field Engineering Inspector this week. No off site construction has been scheduled to date.

Rincon del Diablo waterline replacement

The contractor has crossed Valley Parkway at Citracado Parkway.  While starting the trenching operation on eastbound West Valley Parkway the contractor hit an unmarked 6” water main which has halted the operation until the alignment of the remainder of the 6”system can be determined. The contractor has remobilized on another section of the project along Avenida del Diablo.

Del Lago Academy

The Citracado Parkway median improvements have begun.  The removal of irrigation and vegetation has been completed,  and concrete curbs scheduled this week. The offsite sewer connection along Valley Parkway was completed this past week.

Wal-Mart Grand Avenue Improvement

The offsite improvements which include a new traffic signal and median improvements were started on August 22.   The new concrete median was poured August 28 with the traffic signal contractor completing the conduit installation this week.

PUBLIC SAFETY

Attached is a copy of SANDAG’s 2012 Mid-Year Crime Report for the San Diego Region. As you will see, crime was up across the region in each of the seven crime categories from mid-year 2011 to mid-year 2012 (with the exception of non-residential burglaries within the burglary category).

Police

On Saturday, August 25, 2012, about 627 citizens and city workers came together at Victory Outreach Church and marched together to Resurrection Church in a demonstration of peace and unity.  The Escondido Police Department Traffic Division provided traffic control for the marchers in order to ensure the event was safe for all participants.  Overall, the event was a huge success and was enjoyed by many people from many different backgrounds with one common goal: peace and unity within the city.

Fire

Mutual Aid

The Type III Cal EMA Brush Engine 8632 is still on the Chips Fire near Lake Almador. The crews were swapped out last Thursday, due to the long drive, the old crew returning to Escondido on Friday. That crew is glad to be home and back to work in Escondido. The fresh crew is making good progress on the fire and expects to be released within the next few days. They could always be reassigned to another incident before getting back to Escondido.

Fire Safe Council Event

On August 25, the Lake Hodges Fire Safe Council hosted a chipping event at the LDS Church on Felicita. Overall the event was a success in terms of participation; they received 71 truck and trailer loads of vegetation to be chipped into mulch. They did have one problem when the chipping machine broke down, however, the homeowners were still allowed to drop off their cut vegetation. The chipping crew has returned and is still turning the piles of vegetation into useable mulch.

Fire Statistics

So far this year the fire department has had to request ambulances from other North Zone fire agencies 165 times. From January 1, 2012 – July 31, 2012, that means that all of the department ambulances were in service when another incident occurred. During the same seven month time period, the fire department has responded to 7,364 incidents compared to 6,802 in 2011.
