In response to recent media reports regarding city fees related to the towing of impounded vehicles, Escondido City Manager Clay Phillips issued the following statement today saying, “The City made every effort to ensure the towing fees we established reflect our costs.  However, to address questions raised by the media, I have asked the Finance Department to conduct a review of our towing fees. I expect I will have that review by March 29th.”

Traffic Advisory for Nordahl Bridge

FOR IMMEDIATE RELEASE

Motorists are advised that traffic will be shifted to the west side of the bridge to prepare

for the demolition of the east side of the bridge. This shift is scheduled to be in place the

morning of Tuesday, March 13.

 

The lanes on the bridge will be stripped to reflect this traffic shift to allow two lanes in

each direction and one left-hand turning lane. Please use caution driving through the

area and be aware that:

 - the bridge’s lanes will be narrower

- one of the two left turn pockets from the bridge to SR 78 will be temporarily removed

- one of the two left turn lanes from northbound Nordahl Road to the shopping center at

  Montiel Road will be temporarily removed

- all of the bridge’s on and off ramps will be reduced to one lane

 

In addition to this traffic shift, pedestrians and bicyclists will have access on a temporary pedestrian bridge and will not travel on the existing Nordahl Bridge.

Construction Update:Maple Street Pedestrian Plaza

Maple Street between Valley Parkway and Grand Avenue will be closed to all traffic, except the bank parking lot, starting Tuesday, March 13, 2012 until the completion of the project in July.

Informational Meeting on Proposed Water Distribution Facility

The Escondido Utilities Department will hold a public informational meeting on March 15, 2012 about the proposed Water Distribution facility near Mayflower Dog Park.  The meeting will be held at 6:00 p.m. in the Grove Room at the East Valley Community Center, 2245 East Valley Parkway. 

The format of the meeting will be a variety of informational displays and city staff will be on hand to provide information and answer questions.

Traffic Advisory for North Broadway Due to Sinkhole

Escondido city officials are advising motorists to avoid North Broadway near Escondido High School (1535 N. Broadway) due to emergency road repairs caused by a sinkhole in the center of the road.  Travel lanes will be reduced to just one lane both northbound and southbound.  The repairs are expected to take 2-3 days.

 The sinkhole was discovered by Escondido Water Division personnel late yesterday and metal plates were installed until repairs could begin. It is approximately 5 feet wide by 8 feet deep and was caused by a collapsed storm drain that runs under the road.

Community Workshop to Discuss General Plan Update

Escondido is updating its General Plan and Downtown Specific Plan, as well as developing a Climate Action Plan. These documents will establish goals and policies regarding the city’s future. Public input continues to be a very important part of the process. Our first Community Workshop was held on February 16, 2012.  Please join us at our second workshop and share with us your thoughts about the planning efforts to date.

Construction to begin on Maple Street Plaza

Construction will begin on the Maple Street Pedestrian Plaza in downtown Escondido beginning Monday, February 27, 2012.  During construction Maple Street between Grand Avenue and Valley Parkway will be closed to thru traffic except for the bank entry on Maple.   The alley crossing also will be closed. Pedestrian traffic will be allowed.

The project includes decorative concrete pavers, colored LED lighting, a large central oak tree with compass rose, water feature, numerous art features, trellis gateway and a traffic signal at West Valley parkway and Maple. A new alley access will be constructed from the existing public lot to the alley at the south west corner.  When the project is completed Maple will be a north bound lane only and no parking will be allowed on Maple Street.

The contractor is LB Civil and the project is expected to be completed in August 2012.

City's General Plan Update, Downtown Specific Plan Update and Climate Action Plan Now Available For Public Review

After a multi-year process involving extensive citizen and staff involvement, the City of Escondido’s Draft General Plan Update, Downtown Specific Plan Update and Climate Action Plan are available for public review and comment. The Draft Environmental Impact Report that assesses these documents is complete.  Its 45-day public review/comment period is January 13 – February 27, 2012.

Hard copy documents are available to review and purchase at the City Hall Planning Division (201 N. Broadway) and for review at the Public Library Reference Desk (239 S. Kalmia Street). An electronic copy is available the City’s General Plan Web page at http://www.escondido.org/general-plan-update.aspx .

PUBLIC MEETINGS:

A Planning Commission workshop is scheduled for Tuesday, January 24 at 7 p.m. and a City Council workshop is scheduled for Wednesday, February 1 at 4:30 p.m. Both meetings will be held in City Council Chambers located at 201 N. Broadway and are open to the public. No decisions will be made at these workshops.  The intent is to provide information and receive public input and direction. Additional public meetings are anticipated during the spring and summer of 2012 and will be separately announced.

Revised Draft of City Charter Available on Escondido Website

In light of SB 922, prohibiting charter cities from banning/discouraging project labor agreements, a revised draft charter has been placed on the City of Escondido website, www.escondido.org.

In addition, due to the deadlines and increased noticing required by AB 1344, the City has scheduled public hearings for April 18, 2012 and May 23, 2012.
