Annual State of the City Address

Mayor Sam Abed will hold Escondido’s Annual State of the City Address at a morning meeting co-sponsored by the Escondido Chamber of Commerce.  The event will be held in the Conference Center of the California Center for the Arts, Escondido on Wednesday, February 20, 2013 beginning with an optional breakfast at 7:45 a.m. followed by the program at 8:30 a.m.  Financial expert, George Chamberlin will serve as the Master of Ceremonies.

Economic Development Director Appointed

Escondido City Manager Clay Phillips announced today the promotion of long-time city employee Joyce Masterson to the newly created position of Director of Economic Development and Community Relations.

Ms. Masterson has been employed by the City of Escondido for twenty-five years and currently serves as the Assistant to the City Manager, a position she has held for ten years.  For the past two years, she has played a prominent role in the City’s Economic Development efforts including overseeing the creation of the Economic Development Master Plan and Comprehensive Economic Development Strategy (CEDS), as well as the City Council’s Action Plan.  Prior to that, she served as the Project Manager for the Public Safety Facilities Project, overseeing the construction of 4 new fire stations and the joint Police and Fire Headquarters funded by the $84.3 million Proposition P Bond Measure.

Ms. Masterson holds a Bachelor of Arts degree from Brooklyn College.  She is a member of the California Association for Local Economic Development and the California Association of Public Information Officials.

In making the announcement City Manager Clay Phillips noted, “Economic Development is a high priority for Escondido and this new position completes the structural changes we needed to ensure the appropriate visibility and leadership for our economic development efforts.  Joyce has a proven track record and a full awareness of the issues facing the community’s economic development efforts.”

Ms. Masterson’s salary will be $122,612.

City Hall to Be Open Monday Through Friday Again

Beginning Tuesday, January 22, 2013 Escondido City Hall operating hours will be restored to full time and will be open to the public from 8:00 a.m. to 5:00 p.m. Monday through Friday. 

In making this announcement, Mayor Sam Abed said, “We are very pleased to provide full time city services to the general public.  The additional cost of the full schedule will be covered under the balanced budget policy approved by the City Council in 2011.  With the improved economic activities in Escondido, it is important that we provide the residents, businesses and visitors with the highest level of service they expect from our city.

Escondido City Hall has been closed every Friday since January 2009 as a cost savings measure resulting from the recession. Prior to that, City Hall was closed on every other Friday since 1993 when a 9/80 work schedule was implemented.

Escondido R.O.C.K.S.! Logo Contest

The City of Escondido is holding a contest to create a logo for its Escondido R.O.C.K.S! (Recreational  Opportunities for City Kids) initiative which is designed to enhance the quality of life for youth in Escondido, ages 8 to 18, by encouraging them to participate in positive community activities.  This contest is open to all high school students in Escondido. The designer of the logo that best represents Escondido R.O.C.K.S!, will be awarded $250.

Entries must be submitted by email to dmlopez@escondido.org by January 16, 2013. Please include your name, school, grade, and contact information with your submission.   The logo design must contain Escondido R.O.C.K.S! and must be submitted as a scalable vector graphic in EPS format, and/or as a JPEG. The logo will be used online, in print, on marketing materials and other public media. Flexibility is a key requirement, including the ability to resize easily and look good in black and white as well as color. The final version of the logo will need to be suitable for high quality printing.  For a complete list of the official contest rules, please contact Danielle Lopez at dmlopez@escondido.org. The winner will be announced on January 22, 2013. All entries will be displayed at two community events in April: the Escondido R.O.C.K.S! SMART Festival on April 13th and Dia Del Nino on April 27th.

The mission of Escondido R.O.C.K.S!  is to celebrate and promote healthy youth development through community collaborations and to increase youth participation in extracurricular activities. Through our efforts, relationships between service providers will be strengthened and the resources of the partners will be maximized.

Free Public Tours of City Hall

Free guided tours of Escondido City Hall are now being offered on a quarterly basis on the first Thursday of January, April, July, and October. The next tour will be held on January  3, 2013 and will begin at 10:00 a.m. in the City Hall lobby, 201 N. Broadway. The tour lasts approximately 45 minutes. No reservations are required.

Tours for school groups may be arranged by contacting the Community Services Department at 760-839-4691.

Completed in 1988, Escondido City Hall was the first phase of the Escondido Civic Center. The building was awarded the prestigious Urban Land Institute Award for Excellence in 1989. City Hall represents innovative, functional, state-of-the-art, cost-effective solutions to many specific City needs. City Hall was designed with an anticipation of the future, as well as an appreciation of the past, and is a superb example of how architecture can reflect the heart of the community and inspire civic pride.

Escondido Secures First Sponsor of AMGEN Tour of California

Escondido, Calif. (Dec. 19, 2012)—Escondido city officials announced today they have received a pledge of $50,000 from David and Rebecca Vigil to support local initiatives surrounding the AMGEN Tour of California, considered America’s largest and most prestigious professional road cycling stage race. The City of Escondido, which was selected as the official start location for the 2013 event, will host Stage 1 of the race on Sunday, May 12, 2013.

Mr. Vigil, a 1979 graduate of Escondido High and a Sr. Vice-President at Qualcomm, is a longtime cycling enthusiast and has logged many miles on the same roads AMGEN Tour pros will race. He and his wife Rebecca, a 1978 graduate of San Pasqual High, were major supporters of Escondido’s final stage of the 2009 AMGEN Tour of California. 

In making the announcement, Joyce Masterson, Assistant to the City Manager, said, “We are delighted that Dave and Rebecca Vigil are the first to step up in such dramatic support of the race and we hope they will motivate other community-minded individuals and businesses to recognize the benefits of being a sponsor and supporting this event within the community.”

“I am excited that the roads North County cyclists have known about and been passionately riding for years are going to take center stage at the start of the 2012 AMGEN Tour,” said donor David Vigil. “Cycling can be enjoyed at any age, and I’m proud to support an event that will expose the community to the sport in such a significant way.”

Escondido officials have committed to providing certain city services and race expenses at an estimated cost of approximately $475,000.  Sponsorship packages at a variety of levels are being offered as a way to offset those costs.. "Walk 27" in Memory of the Sandy Hook School Victims

Across the country and around the world, people will be walking for 27 minutes on Friday morning, one minute to honor the memory of each victim of last Friday’s tragic shooting in Newtown, CT. The walk is scheduled begin at 9:30 a.m. Eastern Standard Time and all walks will start simultaneously.

A local Walk 27 Escondido open to anyone who wishes to participatewill begin at precisely 6:30 a.m. on Friday, December 21, 2012 in front of Escondido City Hall.  From there, the walk will proceed north along Broadway, then west on Woodward, south on Escondido Blvd, east on Valley Parkway, north at Broadway to once again pass City Hall, and end within Grape Day Park.  Each victim’s name will be read along the way, each followed by one minute of silence.

Participants are asked to wear green and white, Sandy Hook’s school colors.

Nominations Sought for City Council Awards

Each year at the State of the City meeting, the Escondido City Council recognizes individuals who have improved the quality of life in the community through volunteer service. Nominations now are being solicited for these awards.

A sub-committee of the City Council will review all nominations and make its final selection in January.  The awards will be presented at the Annual State of the City presentation on Wednesday, February 20, 2013.

Mr. Scrooge and Mr. Dickens Live Theatre Event in Escondido

Come see the theatrical production, “Mr. Scrooge & Mr. Dickens,” an adaptation of Charles Dickens’ beloved classic, “A Christmas Carol” which is sure to be a treat for the entire family. Choose from six exciting shows including two matinee and four evening productions.  The matinee shows will be at 4 pm on Saturday, December 15 and 22.  The evening shows will be at 7 pm on Friday and Saturday, December 14, 15, 21, and 22.  Priced for the entire community, the matinee shows are donation only, and the evening shows are just $7 adults/$5 children under 12 and seniors 60 and older.  All performances will be held at the Park Avenue Community Center (home of Escondido Senior Center), 210 East Park Avenue,  Escondido. Purchase your tickets at Park Avenue Community Center, Escondido City Hall (201 N. Broadway) or the East Valley Community Center (2245 East Valley Parkway).  Seating is on a first-come, first-served basis.  Tickets can be purchased at the door, only if there are still seats available for each performance. 

The play is a faithful adaptation of Charles Dickens’ beloved holiday classic "A Christmas Carol" with a fascinating new embellishment: Dickens himself appears onstage to read sections from the work -- primarily passages describing the people and places of Victorian England, an aspect generally lost in adaptations of "A Christmas Carol." The production is further enhanced by carolers, dancers, computer-controlled lighting, music, and powerful sound effects. There will also be a surprise visit by Santa at the end of the show.

For the past several years, the play has been performed to sell-out audiences to benefit several San Diego theater mainstays including Patio Playhouse and the Poway Performing Arts Company.  This year, 100% of the proceeds will benefit children and seniors in Escondido by supplementing the Share a Dream Scholarship Program and the Park Avenue Senior Nutrition Program. Portion of Jesmond Dene Park Playground to Close Temporarily

The City of Escondido temporarily will close the northern children's playground at Jesmond Dene Park, 2401 N. Broadway, starting Monday, November 26, 2012 and it will remain closed until Friday, December 7th, 2012.  The closure is necessary to remove silt from the playground area,  re-establish drainage flows and replace the mulch in the playground areas. The southern playground  also will be closed for a short period within this two week period to replace the mulch also. One playground will remain open during park hours.
