Selection Process for Escondido Police Chief

The City of Escondido will begin an internal selection process for the position of Police Chief starting in mid-July.  The selection process will include an assessment center which is a series of exercises in which each participant is given an opportunity to demonstrate his skills to a group of experienced observers who carefully monitor the candidates’ responses. It is anticipated the process will be completed by early August, with an announcement made shortly thereafter. 

The City’s three Police Captains, Robert Benton, Craig Carter and Michael Loarie are the only candidates under consideration.  

Until the new Police Chief is selected, responsibility for the daily operations of the Police Department will be handled by Captain Benton.



Park Avenue Saturday Night Dance in Escondido

Slip into your dancing shoes and come on down to the Park Avenue Community Center for a fun night of live music, dancing, refreshments, and door prizes.  Join us on Saturday, June 1st for this special dance event featuring the live music of The Calico Ridge Band.  This highly acclaimed band which includes Charly & Calico Ridge is an award winning variety dance band that plays a mix of Rock, Pop, Swing, Oldies, Disco, R&B, Blues, Latin, Country and original music.  This band is great for swing, line dancing, two-step, cha-cha, and much more.

Singles and couples are invited to these exciting monthly Saturday Night Dances. Entry fee is only $4 per person which includes live music, refreshments, and door prizes. The City of Escondido’s Park Avenue Community Center is located at 210 Park Avenue, Escondido, CA 92025.  These dances are always held on the first Saturday of each month from 7 p.m. - 9 p.m.

Nominations for Independent Districting Commission

The City of Escondido will be accepting nominations for appointment to the Independent Districting Commission as required under the Voting Districts Settlement Agreement. Applications will be accepted in the City Clerk’s Office, 201 N. Broadway, Escondido, during office hours from Monday, June 3, 2013 through Friday, June 28, 2013. The term of the Commission will begin September 1, 2013.

Interested applicants and individuals or organizations desiring to nominate persons for appointment to the Commission must submit an application.  The application is available online at  or by request to the City Clerk at  You may also call 760-839-4617 should you have any questions. 

Under the settlement, Escondido will be divided into four districts with each district to be represented by a Council member living within that district.  The Mayor will continue to represent the entire City. The districts will be determined by a Districting Commission consisting of 7 members.  The members will be chosen by a selection panel of retired San Diego County judges.   After the District boundaries are drawn, they will be submitted to the City Council for final approval.  Districts may be re-drawn every 10 years if required by changes in the population as reflected in the census.   



Escondido Receives Award from San Diego Taxpayers Association

On May 9, 2013, the San Diego Taxpayers Association (SDTA) presented the Metro Golden Watchdog Award to the City of Escondido for reforming Paramedic Services.

According to SDTA, “In 2008 the City of Escondido opened its newest fire station but could not afford to fully staff it due to the economic downturn. Nearly five years later, the city is now moving forward with hiring the staff necessary to fully operate its newest fire station, but not in the traditional sense. Fire department officials spent time reviewing 20 years worth of emergency calls to determine the true needs of the city. Officials determined that rather than cross-training paramedics as firefighters, new staff would primarily focus on medical emergencies. This new model of providing emergency services to Escondido residents will save over $2 million compared to the city electing to operate under the norm.  It’s out-of-the-box thinking like this that we hope catches on with other cities across the county.”

Joor Muffler Man Dressed Up for AMGEN Race

On Wednesday, May 8, at 10:00 a.m. the 22-foot tall Joor Muffler Man will have his first (and hopefully, final) fitting of the sporty new cycling gear he will be wearing for the overall start of the AMGEN Tour of California race in Escondido on May 12. 

The Joor Muffler Man is located at the corner of Juniper Street and Valley Parkway.  A crew from the Escondido Public Works Department, using a bucket truck, will assist in dressing the tallest man in Escondido.  His outfit was designed and donated by Michael Gilstrap, owner of Walz Caps in Oceanside.

The Joor Muffler man is one of hundreds that were installed nationwide in the 1960s and 1970s as a marketing ploy.  His outfit was designed and donated by Waltz Caps in Oceanside. He has been a part of Escondido for almost 50 years.  During that time he has periodically been dressed in various costumes, including a Santa suit which he last wore in 2009.

Escondido Town Hall Meeting

Escondido Mayor Sam Abed will hold a Town Hall meeting on Wednesday, May 15, 2013 at 4:30 p.m. in the Council Chambers at City Hall, 201 N. Broadway. Residents are welcome to ask questions or share their thoughts on any topic relating to city government.  The event is free and no reservations are required.

The meeting will be videotaped and rebroadcast the following Sunday and Monday evening at  6:00 p.m. on Cox. Ch. 19 and AT&T U-Verse Ch. 99

This is the fifth town hall meeting Mayor Abed has held since his election as Mayor.


Breakaway from Cancer Champion Named for Escondido

THOUSAND OAKS, Calif. – (May 1, 2013) – Amgen today announced that four individuals who

are an inspiration and have made a difference for others affected by cancer have been selected as Breakaway from Cancer® Champions. They will be honored as part of Amgen’s Breakaway from Cancer initiative at the eighth consecutive edition of the Amgen Tour of California, America’s largest and most prestigious road cycling stage race, which will travel approximately 750 miles from southern to northern California from May 12 - 19, 2013.The four Breakaway from Cancer Champions were selected following a public call for nominations in four of this year’s host cities, followed by an online voting campaign that concluded earlier in April. The 2013 Breakaway from Cancer Champions are:

•Escondido – Sue Martin was diagnosed with stage III breast cancer in 2008. Sue believes that her positive attitude was one of the keys to surviving and thriving.Encouraged by those she has inspired, Sue is writing a book about her successful journey to cancer freedom entitled I Shed Two Tears, Then Kicked It with Attitude.

•Santa Clarita – Nancy Eckels was diagnosed with breast cancer seven months ago and has kept her friends and family apprised of her journey with seriousness, grace,humor and humility. At the same time, she is advocating with insistence that early detection is key.

•Santa Barbara – Peggy Rantanen was diagnosed with aggressive stage IV ovarian cancer about two years ago. Throughout this journey, Peggy has proven to be a“Champion” as a person and a patient, and also because she represents the unsung“Champions” of women who have been diagnosed with the silent and devastating disease of ovarian cancer. Peggy has inspired family, friends and those she has met with the same diagnosis by being open with her struggles as she’s dealing with her ongoing treatment, yet finding ways to manage and cope and remain positive through the process.

•Livermore – Virginia “Dee” Williams is a 12-year breast cancer survivor who, in recent times, has also been battling a neurological disorder, along with fibromyalgia and arthritis; however, she does not let it stop her from acting as a volunteer for the American Cancer Society. Dee is a Call Back volunteer who talks to cancer patients to determine if their needs have been met while undergoing chemotherapy or radiation. She also spends time talking with recently diagnosed breast cancer patients to help relieve their concerns as they’re starting their journey.

The Breakaway Mile will take place in four 2013 race host cities on race day: Escondido (May 12), Santa Clarita (May 14), Santa Barbara (May 15) and Livermore (May 18).

At the conclusion of each stage of the Amgen Tour of California, the Breakaway from Cancer Champion or a local cancer survivor will present Amgen’s Breakaway from Cancer Most Courageous Rider jersey to the professional rider who best exemplifies the character of those engaged in the fight against cancer—courage, sacrifice, inspiration, determination and perseverance.

Also during the 2013 Amgen Tour of California, a local cancer survivor will officially start each day’s stage by firing the official start gun. He or she will also have the opportunity to meet the prior day’s recipient of Amgen’s Breakaway from Cancer Most Courageous Rider jersey. NBC to broacast 2013 AMGEN Tour of California

Kicking off their coverage on Sunday, May 5, NBC Sports Network airs an exclusive race preview show. Beginning Sunday, May 12, NBC Sports Network launches its live HD coverage of the race and continues with exclusive coverage of daily highlights every evening during the eight-day competition. Live coverage of the final day of racing airs on NBC with the final stage of the 2013 Amgen Tour of California Sunday, May 19 at 1-3 p.m. ET.

Lake Wohlford Road Closure on May 1

On May 1, 2013, the City of Escondido will close Lake Wohlford Road from Valley Parkway/Valley Center Road to Oakvale Road for maintenance. The closure will be in effect from 8:00 a.m until 5:00 p.m.  The work to be performed will be street striping, street maintenance, weed control and clean up.
