As required by Proposition P, a seven-member independent Citizen's Oversight Committee has been appointed by the City Council. Its current members are: Carl Skaja (Chairman), Darol Caster, Randy Goodman, Gene Heyer, Jim Fraker, Larry Lynch, and Richard Marino.

Resolution No. 2004-291R Establishing Oversight Committee*

The Oversight Committee responsibilities include:

• Reviewing and providing comments to the City Council on expenditure plans, staffing and consultants, schedule and completion times, construction activities, and related matters.
  
  
• Receiving and reviewing copies of any annual independent audits performed by consultants; receiving and reviewing copies of any annual independent performance audits performed by consultants selected by the City; inspecting public safety facilities, sites, and construction areas to assure that bond revenues are expended in compliance with applicable law; receiving and reviewing proposed construction plans and schedules.
  
  
• Providing regular reports to the City Council (oral or written at the Council's discretion).
