Purpose
The Transportation Commission is an advisory body to the City Council, the Director of Public Works, the Traffic Engineer, and the Police Traffic Division. In addition, its responsibilities cross other department lines, often involving the Planning Department and the Community Services Department. Areas of focus include:
- Considering matters involving the use and placement of traffic control devices, such as stop signs, traffic signals, speed zones, turn lanes, and parking prohibitions
- Reviewing adult and school-age pedestrian safety activities, bicycle facilities, parking issues, and City development problems and issues
- Serving as advisor in the study of the City's Master Street Circulation Plan and the formulation of goals and objectives for implementing that plan
- Assisting the Traffic Engineering staff in coordinating the activities of the North County Transit District within the city limits, especially with regard to the location of transit stops
- Serving as advisor in the Capital Improvement Budget process, in establishing a traffic signal priority list
- Sitting as the Vehicle Parking District Commission, which is responsible for acquiring and developing additional parking places, improving, maintaining, repairing, and operating the present parking lots, and handling the revenue derived from parking permits and parking in-lieu fee payments of property owners within the district
