Purpose
The Design Review Board is responsible for reviewing plans for a variety of projects including:
- All commercial, industrial, multi-family residential projects, and production homes in single-family subdivisions of five lots or more
- All projects located in Planned Development Zones and all new construction (except single-family residential projects) that require discretionary approval by the Planning Commission
- All projects submitted for major plot plan review and minor plot plan review (as required)
- Signs that require design review pursuant to the Sign Ordinance, Downtown Revitalization Specific Plan, special area plans, and comprehensive sign programs
- Modifications and additions to industrial, commercial, and multi-family residential developments
- Exterior changes to all structures within specific planning areas as described in the General Plan and historic districts, or special area plans as designated by the City Council
- City-initiated projects that involve public facilities, such as libraries, police stations, fire stations, park improvements, pump stations, etc.
- Exterior painting of buildings within the Downtown Revitalization Specific Plan

| Qualifications/Conditions: |
Residency: Must reside or have a business in the city of Escondido (may be waived for two members with verified professional experience). Professional: At least five members are to be licensed design professionals, with emphasis on architects and landscape architects, and one member knowledgeable in the area of historic preservation. Two members may be non-licensed people from related professions.
