acre to 48.54 units per acre, a Master and Precise Plan, Development Agreement
for a mixed-use project involving 133 one-, two-, and three- bedroom
residential units, 10,010 SF commercial/office space, and a parking garage
accommodating 284 vehicles on 2.74 acres at 442-444 South Escondido Boulevard.
Terms of the proposed five-year Development Agreement would include
establishment of development fees, establishment of the duration of Development
Agreement terms, and contribution for additional public infrastructure and
future studies involving build-out of the Downtown area

AMENDMENT
TO THE ZONING CODE FOR THE HOUSING ELEMENT IMPLEMENTATION PROGRAM (CASE
2007-02-AZ) An amendment to
the Escondido Zoning Code to incorporate housing provisions mandates by State
law and fulfill the City's obligation to implement programs identified in the
adopted Housing Element of the General Plan. The Housing Element Implementation
Program consists of four separate components including establishing a minimum
residential density in the R-3, R-4, and PD zones; allowing emergency shelters
as a conditional use in the HP zone; a modification to streamline the Senior
Housing Ordinance by removing reporting and enforcement requirements; and a
modification to the Density Bonus Ordinance to align it with recent changes to
state density bonus law
