8.                  SHORT-FORM RENT INCREASE APPLICATION FOR THE CITY-OWNED SPACES IN MOUNTAIN SHADOWS MOBILE HOME PARK Request Council/Commission approve the short-form rent increase in the amount of $6.77 per space per month

9.                  VEGETATION REMOVAL PERMIT (2007-02-VRP) Request for approval of a de minimis exemption from the 4(d) Habitat Loss Permit process for the removal of approximately 0.27 acre of Coastal Sage Scrub habitat associated with the construction of a washwater tank at the Escondido-Vista Water Treatment Plant, located on 1.4 acres east of Lake Dixon and southeast of Daley Ranch (Portions of APNs 225-240-10, 225-141-19 and 225-141-40)

10.              ISSUANCE OF REVENUE CERTIFICATES OF PARTICIPATION FOR THE FINANCING OF WATER SYSTEM CAPITAL IMPROVEMENTS IN AN AMOUNT NOT TO EXCEED $22 MILLION AND PARTIAL ADVANCE REFUNDING OF 2000 REVENUE CERTIFICATES OF PARTICIPATION IN AN AMOUNT NOT TO EXCEED $20 MILL Request the Council and Escondido Joint Powers Financing Authority (EJPFA) authorize issuance of no more than $22 Million in new debt to finance various water system capital improvements and authorize partial advance refunding of 2000 Revenue Certificates of Participation of no more than $20 Million. Refunding contingent on 3% savings to be realized

16.              TENTATIVE MAP, SPECIFIC PLAN AMENDMENT, MASTER AND PRECISE DEVELOPMENT PLAN (CASE NO. TRACT 958, 2007-03-PD/SPA/DA, ER 2007-01) A Specific Plan Amendment to increase the density from 45 units per acre to 48.54 units per acre, a Master and Precise Plan, Development Agreement for a mixed-use project involving 133 one-, two-, and three- bedroom residential units, 10,010 SF commercial/office space, and a parking garage accommodating 284 vehicles on 2.74 acres at 442-444 South Escondido Boulevard. Terms of the proposed five-year Development Agreement would include establishment of development fees, establishment of the duration of Development Agreement terms, and contribution for additional public infrastructure and future studies involving build-out of the Downtown area

17.              AMENDMENT TO THE ZONING CODE FOR THE HOUSING ELEMENT IMPLEMENTATION PROGRAM (CASE 2007-02-AZ) An amendment to the Escondido Zoning Code to incorporate housing provisions mandates by State law and fulfill the City's obligation to implement programs identified in the adopted Housing Element of the General Plan. The Housing Element Implementation Program consists of four separate components including establishing a minimum residential density in the R-3, R-4, and PD zones; allowing emergency shelters as a conditional use in the HP zone; a modification to streamline the Senior Housing Ordinance by removing reporting and enforcement requirements; and a modification to the Density Bonus Ordinance to align it with recent changes to state density bonus law
