On March 21, 2012, the Escondido City Council approved policy changes to the FPIP. The changes included doubling the maximum grant amounts, calculating property frontage to any public way into the grant award and reducing the "statute of limitations" to previous grantees from ten to seven years.
The FPIP leverages public and private funds to make quality exterior improvements and enhancements to business properties.
Qualifying Improvements include a combination of the following which significantly improve the business properties’ overall appearance:
- Structural façade improvements
- Architectural detail to façade
- Façade tile or stone accents
- Decorative entry/walkway
- Outside dining area
- Irrigated landscape/flower planters or pots
- Decorative lighting
- New windows
Based on the size of the property, grantees may be eligible for up to $20,000. FPIP funds are awarded on a reimbursable basis and must be used in conjunction with private investment.
Properties within the city of Escondido that are commercially or industrially zoned and are permitted uses (no legal non-conforming uses) are eligible depending on what kind of improvements will be made.
Properties that have received FPIP grant funds of $10,000 or more in the past seven years are not eligible; however, if a grant of less than $10,000 was received, an applicant may be eligible for the difference between their previous grant and the grant amount they would be eligible for under the terms of this program.
