Facade and Property Improvement Program (FPIP)

Purpose

The main purpose of the FPIP is to induce private investment that results in quality improvements and enhancements to business-use properties. The grant is meant to be a catalyst for improving the exterior appearance of the business property.

The City's objective is to prudently use the grant money (public funds allocated by the City Council in the Budget process) to improve the business environment of an area for the participating business and those near it.

Amount of Grant Funds

Linear Street Frontage (feet) Grant Amount
          10 - 49 $  5,000
          50 - 99 $  7,000
          100 - 149 $  8,000
          150 or more $10,000

Note: Although improvements can be made to the alley side of a property, the alley frontage cannot be added to the street frontage to increase grant amount.

Qualifying Improvements

Improvements or renovations of existing buildings, when a combination of several of the following are included: structural façade improvements, paint, awnings, signs, addition of architectural detail to façade, façade tile or stone accents, decorative entry walkway area, outside dining with decorative fencing, irrigated landscape/flower planters or pots, outside decorative lighting, and new windows.

Improvements That Are Not Eligible

New buildings, general or deferred maintenance on buildings or properties, upgrading mechanical, plumbing, or electrical equipment, or roof repairs, asphalt paving, chain link fencing, can signs, etc.

Eligibility Requirements

All properties within the City of Escondido that are commercially or industrially zoned, are permitted uses (no legal non-conforming uses), can be eligible depending on what kind of improvements will be made.

Properties are not eligible for grants if they have received City grant funds of $5,000 or more in the past ten years. However, if a grant of less than $5,000 had been received, an applicant could be eligible for the difference between their previous grant and the grant amount they would be eligible for under the terms of this program.

This is only a summary. For complete details, please see the Program Description.*
