Building Site Processing


We have prepared schedules showing how a building site is processed through the City of Escondido, particularly the Engineering Division. Hopefully, this will assist you in better understanding the processing of your project.

If you have any questions concerning the schedule or any related engineering questions, please contact the Engineering Division at (760) 839-4651 and identify the project as an Individual Building Site, a Parcel Map, or a Subdivision, so that you are referred to the correct section.

Policy Statement for Plan Checking

Individual Building Site Time to Complete
Applicant requests building permit.   
Building Department notifies Engineering. 1-2 days
Engineering reviews site.  
Engineering writes conditions for development.  
Conditions forwarded to applicant via Building Department. Varies
Applicant contacts Engineering to be informed on how to complete conditions. Varies (unknown)
Applicant submits plans to Engineering. Varies (unknown)
Engineering processes and checks plans. Varies (2-3 checks)

Engineering releases building permit.  
Plans transmitted to Field Office for inspection. Same day
