Citizens have an opportunity to participate in the implementation of local policies by serving on an advisory board or commission. If you would like to volunteer to be a member of an advisory board or commission, please contact the City Clerk's office at (760) 839-4617 for an "Application for Appointment to City Board or Commission." Listed below are the current Boards and Commissions of the City of Escondido. With the exception of the Library Board of Trustees, who serve three-year terms, all other board and commission members serve two-year terms. All of these meetings are open to the public. We welcome your participation. For further information concerning qualifications, meetings dates and a list of current members, contact the City Clerk's office. Building Advisory & Appeals BoardThe Building Advisory & Appeals Board hears appeals and makes determinations relative to alternate methods of construction and alternate materials pertaining to the Building, Electrical, Plumbing, Mechanical, Dangerous Buildings, and Housing Codes of the City of Escondido. Community Safety CommitteeThe Community Safety Committee evaluates the community needs for pedestrian safety-related improvements and provides funds (i.e., sidewalk improvement projects, crossing guards, signage around schools). The eleven-member committee consists of two members from the public, School District representatives, and City staff. Community Services CommissionThe Community Services Commission acts in an advisory capacity to the City Council, Community Services Director, and school districts in all matters pertaining to park use and development, public recreation, and the uses of public park facilities by individuals and groups. Design Review BoardThe Design Review Board is responsible for reviewing plans for a variety of projects throughout the City of Escondido including city-initiated projects which involve public facilities, such as libraries, police stations, fire stations, park improvements, pump stations, etc. Historic Preservation CommissionThe Historic Preservation Commission develops and implements the City Historic Preservation Program under the direction of the City Council, and advises the Council on the responsibilities of being a Certified Local Government and other matters relating to historic preservation. Housing Advisory CommissionThe Housing Advisory Commission was established to advise the Community Development Commission (CDC) on policies and programs for the purpose of improving and augmenting the City's low and moderate income housing stock. Subject to the Community Development Commission's direction, the Housing Advisory Commission may be formed as a 501(c) 3 corporation for the purpose of management and operation of CDC funded affordable housing programs. Library Board of TrusteesThe Library Board of Trustees oversees library operations and advises the City Council and the City Librarian on the development of plans, policies, and programs that are responsive to community needs and desires. Personnel Board of ReviewThe Personnel Board of Review serves as an autonomous hearing body and reviews and issues findings regarding disciplinary actions being appealed by full-time, permanent classified employees. The Board also serves as the Disability Retirement Hearing Board to review and determine disability retirement matters for public safety employees. Planning CommissionThe Planning Commission serves in an advisory capacity to the City Council on land use policy planning matters, which guide the future development of the City. The Planning Commission has final approval authority on certain cases and recommends actions to the City Council on others. Public Art CommissionThe Public Art Commission functions in an advisory capacity in matters pertaining to art in public places. Senior Advisory BoardThe Senior Advisory Board acts as the principal advocate for all matters pertaining to older adults. These matters include diversity issues, health, housing, retirement, public safety, legislation and advocacy, and transportation. The specific objectives of the Board include advising the program administrator of the Joslyn Center and the Older Adult Services Division on all matters affecting citizens over age fifty. Transportation Commission/Vehicle Parking DistrictThe Transportation Commission is an advisory body to the City Council, the Director of Public Works, the Traffic Engineer, and the Police Traffic Division. In addition, its responsibilities cross other department lines, often involving the Planning Department and the Community Services Department. The Commission also sits as the Vehicle Parking District Commission. |
