      <title>Now is the Time to Reduce Fire Hazards</title>
      <description><![CDATA[<p align="left">Fire season is fast approaching, and as a reminder, it is time to be aware of potential hazards on or around your property.  Here are some items to check for:</p>
<ul>
<li>
<div align="left"> Trash,  debris, and other combustible materials that create a fire hazard must be removed from the property.</div>
</li>
<li>
<div align="left"> Properties of one acre should be cleared of hazards in their entirety (weeds).</div>
</li>
<li>
<div align="left"> Properties of more than one acre should have one hundred feet clearance from structures and fifty feet clearance around the perimeter.</div>
</li>
<li>
<div align="left"> Roadways and/or driveways shall be cleared of vegetation to at least the width of the roadway plus ten feet on each side, and a height of thirteen and one-half feet above the road surface.</div>
</li>
<li>
<div align="left"> Storage of firewood material shall be located a minimum of thirty feet from structures and separated from the crown of trees by a minimum of fifteen feet. </div>
</li>
<li>
<div align="left"> Property owners should clear any combustible material, weeds, brush, trees or other vegetation (including mulch) that is, or could become, dry and could be capable of transmitting fire.</div>

      <title>Regional Research and Branding Initiative</title>
      <description><![CDATA[<p align="left">A regional research and branding effort among the cities of Carlsbad, Escondido, Oceanside, San Marcos and Vista is now underway.   The branding consultant, North Star, has begun working directly with the Economic Development staff members of the cities.  The first steps will be a research and strategy process in which the cities will provide North Star with existing information/documents as well as responding to questionnaires pertaining to our economic development efforts, tourism, arts organizations, business organizations, marketing materials, communications plans, etc.     Following that, North Star will be creating an online survey that each city will send in July to business and community leaders in each city.  In August North Star will come to North County for an asset-based FAM Tour (familiarization tour) and to conduct interviews with elected officials, key stakeholders, staff and economic development and tourism-related interests. The research and strategy process will be completed in the Fall and the full project should be completed early in 2014.  Each city is contributing $21,000 to the effort.</p>
<p align="left">The branding effort will promote North County’s economic development brand, encourage job creation, and improve and promote the region’s competitiveness among economic development interests, the business community, industry associations, and educational institutions.       <title>Movies in the Park</title>
      <description><![CDATA[<p align="left">Looking for some inexpensive family fun this summer?  Then you won’t want to miss “Movies in the Park”. This summer you can enjoy beautiful summer evenings in Grape Day Park while catching outdoor movies that are perfect for the whole family.  The fun begins at 7:00 p.m. with a variety of children’s activities, as well as a snack bar.  The movies will begin at dusk.</p>

      <title>Nominations for Independent Districting Commission</title>
      <description><![CDATA[<p>The City of Escondido will be accepting nominations for appointment to the Independent Districting Commission as required under the Voting Districts Consent Decree. Applications will be accepted in the City Clerk’s Office, 201 N. Broadway, Escondido, during office hours from Monday, June 3, 2013 through Friday, June 28, 2013. The term of the Commission will begin September 1, 2013.</p>
<p>Interested applicants and individuals or organizations desiring to nominate persons for appointment to the Commission must submit an application.  The application is available online at <a href="http://www.escondido.org/">www.escondido.org/</a>  or by request to the City Clerk at <a href="mailto:cityclerk@escondido.org">cityclerk@escondido.org</a>.  You may also call 760-839-4617 should you have any questions. </p>
<p>Under the Consent Decree, Escondido will be divided into four districts with each district to be represented by a Council member living within that district.  The Mayor will continue to represent the entire City. The districts will be determined by a Districting Commission consisting of 7 members.  The members will be chosen by a selection panel of retired San Diego County judges.   After the District boundaries are drawn, they will be submitted to the City Council for final approval.  Districts may be re-drawn every 10 years if required by changes in the population as reflected in the census.   </p>]]></description>

      <title>Prestigious Cycling Race Starts May 12!</title>
      <description><![CDATA[<p>Just a few more days until the AMGEN Tour of California, America’s largest and most prestigious professional road cycling stage race, starts in Escondido. On May 12, 2013 16 professional racing teams will face a 107-mile loop for Stage 1, which will start and finish on Grand Avenue in historic Downtown Escondido.</p>

      <title>Town Hall Meeting</title>
      <description><![CDATA[<p>Town Hall meetings are a good way to give residents an opportunity to express their opinions and discuss their concerns in a less formal environment than regular council meetings. In fulfillment of one of my campaign promises, I have held four Town Hall meetings since 2011. My next town hall meeting will be held on Wednesday, May 15, 2013 at 4:30 p.m. in the Council Chambers at City Hall, 201 N. Broadway.  The meeting format will be an open question and answer period on any topic relating to local government.  This is your opportunity to share your views on the issues facing our City Council and to discuss any subject that matters to you or your business. We will follow up with the appropriate City department to resolve any issues. The meeting will also be videotaped and rebroadcast the following Sunday and Monday evening at 6:00 p.m. on Cox. Ch.19 and AT&amp;T U-Verse Ch. 99.</p>

      <title>National Library Week</title>
      <description><![CDATA[<p>The Escondido Public Library &amp; Technology Center celebrates National Library Week, April 13-20, inviting all ages to use and enjoy free programs and services available on-site and online. The library supports lifelong learning through books, media, downloadable E-Books, and online resources as well as in-library computer access, Wi-Fi, and a business center. The Library continues to be a place for study, research, and improving literacy. Known traditionally for helping students and researchers, Escondido Library is widely recognized as an innovator - promoting entrepreneurship, career development and public content creation.</p>
<p>Library Friends and Foundation supporters invite the public to participate in two special events during National Library Week:</p>
<p>The Friends of the Escondido Public Library will hold a 50% Off Everything Sale April 15 through April 20th in the Friends Book Shop (inside the Library).</p>
<p>The Escondido Library Foundation, in partnershipwith McDonald's restaurants, will hold a fundraiser on April 17th, to benefit the Library. Visit participating McDonald's at 340 West Mission Avenue in Escondido and two locations at 701 Center Drive in San Marcos (one restaurant is inside the Walmart store).       <title>Cruisin’ Grand Is Back!</title>
      <description><![CDATA[<p>On Friday, April 5, hundreds of classic cars will return once again to the streets of Downtown Escondido to kick off another exciting season of Cruisin’ Grand! We are so proud to have one of the greatest ongoing traditions in San Diego County in our city. Cruisin’ Grand brings thousands of visitors to Escondido every Friday night throughout the summer. It’s an affordable, family-friendly event that appeals to people of all ages, and it is a wonderful way to showcase our historic downtown. Even people who aren’t classic car enthusiasts will enjoy strolling along Grand Avenue, stopping in for a bite at one of our many restaurants and people-watching on those warm summer nights. Each Friday night, awards are given to the most impressive pre-1973, American-made cars.       <title>Escondido's Housing Element Approved by the State</title>
      <description><![CDATA[<p>State law requires that cities adopt a Housing Element with prescribed details and content. Escondido’s newly adopted General Plan contains a Housing Element that assesses the housing needs of all economic segments of the City. Staff was notified that in February 2013, Escondido’s Housing Element was approved by the California Department of Housing and Community Development.</p>
<p>Preparing the Housing Element involved extensive community outreach with workshops, surveys, study sessions and public hearings that included residents, developers, service organizations, non-profit groups, and decision-makers to establish Escondido’s three broad housing goals:</p>
<p>1)    Plan for quality, managed, and sustainable growth;</p>
<p>2)    Provide a range of housing opportunities for all income groups and households with special needs;</p>
<p>3)    Enhance the quality of the City’s housing stock, preserve the integrity of neighborhood character and encourage home ownership.</p>
<p>State approval of Escondido’s Housing Element also affords the city certain economic benefits. A variety of grants for enhancing/improving infrastructure, recreation, transportation and other municipal services are designed to reward local governments for compliance with State Housing Element law. Escondido’s Housing Element will serve the City through December 31, 2020, with policies that guide the City’s approach to resolving housing needs and programs for implementing the General Plan’s long-term vision.</p>]]></description>

      <title>Spring Break Camps</title>
      <description><![CDATA[<p>The Escondido Recreation Division is now accepting registration for spring break youth programs. The On Track Kid’s Camp and the Counselor in Training (CIT) Programs will be offered March 25<sup>th</sup> – April 5<sup>th</sup>.</p>
<p>The On Track Kid’s Camp is for children ages 5 to 12 and is packed with games, arts &amp; crafts and special events. Weekly field trip packages are available too.</p>
<p>If your teen is looking for a great way to have fun while gaining valuable work experience, the Counselor in Training Program is the perfect opportunity. The program teaches teens ages 13 to 15 the importance of communication, teamwork and responsibility. The teens will be able to use their skills by volunteering in the On Track Kid’s Camp Program.</p>
<p>This year Escondido Recreation is committed to providing the same high quality programs at a new lower cost. Your child can attend the On Track Kid’s Camp or the C.I.T. Program for as low as $85 per week.  Financial assistance is available for families with low to moderate income levels through the City of Escondido’s Share a Dream Scholarship Fund. Scholarship applications are available at City Hall, the East Valley Community Center, or online.</p>

      <title>Public Safety is a Top Priority</title>
      <description><![CDATA[<p>Public Safety has always been a top priority of mine. So I am particularly proud to say that since 2004 Escondido has seen a 29% decrease in crime. Even with that good news, my colleagues on the City Council and I remain committed to doing all we can to ensure a safe community.  I am very pleased to announce that we are now hiring more police officers to continue to aggressively fight crime.   In addition, we recently strengthened the Police executive management team by promoting two lieutenants, Craig Carter and Mike Loarie,  to Police Captain.  The community task force established last Fall to address issues in the downtown area has been very successful.  You may be assured Traffic Safety Check Points and our partnership with Immigration and Customs Enforcement (ICE) are being strengthened  too.</p>
<p>Additional resources also are being devoted to our Fire Department.  The first group of twelve non-safety paramedics started work on February 25.  We intend to hire a second group of twelve later this Spring.  On April  19<sup>th</sup>, our seventh Fire Engine will go into service at Fire Station 6 on Del Dios Road. </p>

      <title>Council Action Plan for 2013- 2014</title>
      <description><![CDATA[<p>Following each election, the Escondido City Council holds a workshop to develop its Action Plan for the next two years.  The Action Plan represents the City Council’s collective vision for Escondido’s future and the strategies that will be used to achieve that vision. </p>
<p>On February 27, the City Council held a nearly five-hour workshop to identify and discuss key policy goals. During that meeting, each council member was able to elaborate on their ideas for city priorities. At the conclusion of the workshop, the City Council approved the following categories (in alphabetical order) for the 2013-2014 Council Action Plan:</p>
<ul>
<li>Economic Development</li>
<li>Fiscal Management</li>
<li>Neighborhood Improvement</li>
<li>Public Safety</li>
</ul>
<p> Over the next few months, City staff members will identify the current reality in each of those areas and develop strategies to achieve the City Council’s goals, as well as evaluation measures.  A draft of each of the four categories will be scheduled separately for City Council review.  Then a final document will be prepared by early summer for final Council approval.</p>
<p>I have been very pleased by the progress we have achieved through our 2011-2012 Action Plan and look forward to continued success with our new plan.  By the way, if you are interested in knowing how successful the 2011-2012 Council Action Plan was, the Council will hear a final report on it at the March 20, 2013 City Council meeting at 4:30 p.m.<br /><br /></p>]]></description>

      <title>Escondido to Host Small Business Seminar and Expo</title>
      <description><![CDATA[<p>Helping small businesses be successful is crucial to Escondido’s prosperity.Thriving local business  not only means services and jobs for our residents.  It also means revenue for our city for public safety, streets and improving our quality of life. </p>
<p>The City of Escondido, in partnership with the State Board of Equalization and the Escondido Chamber of Commerce, will hold a Small Business Seminar and Expo on Thursday, March 7, 2013 from 9:00 a.m. to 2:30 p.m. at the California Center for the Arts, Escondido, 340 N.       <title>Vacation House Check Program</title>
      <description><![CDATA[<p>Planning on going on vacation?  Then you may want to sign up for the Police Department’s Vacation House Check program.  Vacation House Check is a community-wide service provided by the Escondido Police Department’s Volunteer Patrol. Homes may be checked periodically, as staffing allows, by an Escondido Police Department Volunteer Patrol unit during the specified vacation time.</p>
<p>The Volunteer Patrol will provide the following service: Check the perimeter of your home, i.e., locked doors and windows, closed garage door(s), including your backyard (if accessible).  If the Volunteer Patrol unit notes a problem, appropriate action will be taken. The Volunteer Patrol will not be responsible for providing the following: feeding your animals, or picking up your mail, newspapers, and/or other deliveries. Unoccupied houses for sale, rental units, and houses with a house sitter are not eligible for this program.</p>

      <title>4th Annual “For the Love of Chocolate and SweetArt Fest”</title>
      <description><![CDATA[<p>Bring your sweetheart or just your sweet tooth to the Downtown Business Association's 4th Annual  "For the Love of Chocolate and SweetArt Festival!"  Enjoy the best of our downtown shops and spas while sampling locally brewed beer and wines, paired with San Diego's finest chocolates.</p>
<p>Also, you can spend the day shopping at “Sweet Street” ( Maple Street Plaza),  taking a romantic horse-drawn carriage ride down historic Grand Avenue, or enjoying live music by  <strong>Slowburn</strong><strong>.</strong>  B e sure to come back to the Plaza after your chocolate tour and enjoy more at the Champagne Garden with dancing until 8:00 p.m.</p>

      <description><![CDATA[<p>Big changes have been occurring in Escondido and along with it, public perception has changed dramatically too. Long considered a sleepy bedroom community of San Diego, in 2012 Escondido began to garner attention as a thriving, vibrant community on the cusp of transforming itself.</p>
<p>The driving force behind this transformation has been the City Council’s emphasis on economic development and its commitment to being a business-friendly community.  As a result, it is important to me to personally reach out to businesses. I meet with local businesses almost every week to learn more about them, to see how they are doing, and to find out what we can do to help keep them here and help them grow. Having a thriving business community not only means services and jobs for our residents, it also means revenue for our city which in turn can be spent on public safety, streets and parks and other quality of life amenities.”</p>

      <title>Annual State of the City Address</title>
      <description><![CDATA[<p>I will be offering my Annual State of the City address on Wednesday morning, February 20, 2013 at the Conference Center of the California Center for the Arts, Escondido.</p>
<p>The event is co-sponsored by the Escondido Chamber of Commerce and will begin with an optional breakfast at 7:45 a.m. followed by the program at 8:30 a.m.  The program will include awards to outstanding community volunteers as well as brief remarks by my colleagues on the City Council and conclude with my address.  Financial expert, George Chamberlin will serve as the Master of Ceremonies.</p>
<p>The breakfast is available for $15 per person.       <title>Grand Opening of Escondido Technology Center</title>
      <description><![CDATA[<p>The East Valley Branch Library will reopen as a Technology and Internet Center on Wednesday, January 30, 2013.    A ribbon cutting ceremony will take place at noon at the Center, located at 2245 East Valley Parkway.</p>
<p>The Escondido Technology Center will be open Monday through Thursday from noon to 6:00 p.m.  The Center consists of 30 computers which may be accessed by residents in the same manner as those at Escondido Public Library at 239 S. <p>Funding for the Technology Center was provided by Community Development Block Grant Funding ($60,000), Recreation Reserve Funding ($75,000) and a $25,000 grant from Cox Communication. </p>]]></description>
